The report of the Engineering Corps Command shows that, in recent times, the leadership and direction of Party committees and commanders at all levels in enforcing laws on emergency situations have been carried out seriously and promptly; guidance and direction documents have been issued in a complete and timely manner.

Party committees, commanders, and agencies at all levels thoroughly grasp and effectively implement the Project "Vietnam People's Army participates in United Nations peacekeeping activities in the period of 2014 - 2020 and the following years. Thoroughly grasp and raise awareness and responsibility in performing tasks, identify "this is an important national task assigned to the Army and the Engineering Corps to directly carry out", concretizing the viewpoints and policies on international integration and foreign affairs on defense of the Party, State, and Army in the new situation. Thereby, contributing to enhancing the prestige and position of Vietnam in the international arena, creating a peaceful and stable environment, and successfully implementing the country's renovation.

Training, drills, and exercises are regularly organized and fostered, closely following reality and situations that occur; training and selection are focused on, ensuring that criteria, requirements, and tasks are met... Thanks to that, the unit has achieved many important results in carrying out assigned tasks.
The Engineering Corps also pointed out some difficulties from practical operations such as: the provincial and municipal engineering forces are still thin and have not been organized and equipped with large engineering forces; there is no mechanism for using forces and equipment in emergency situations in defense economic groups and military enterprises; selecting sources to participate in the next and subsequent Engineering Teams is still difficult; facilities and training grounds are still limited compared to United Nations standards...

Therefore, the unit recommends that the National Assembly soon promulgate the Law on State of Emergency and the Law on Participation in United Nations Peacekeeping Forces; at the same time, basically agree with the provisions of these two draft laws.
In addition, the unit recommends that the Government amend and adjust a number of articles of Decree No. 162/2016/ND-CP dated December 14, 2016 to suit the actual situation; increase the opening of foreign language training courses, participate in training sessions, professional exchanges, and drills at home and abroad to improve qualifications...

At the meeting, members of the Survey Team requested that the unit report more clearly on the difficulties and specific recommendations that need to be added to the draft Law on Participation in United Nations Peacekeeping Forces, as well as amending specific provisions in Decree No. 162/2016/ND-CP to better promote the effectiveness of participating in performing tasks. At the same time, when disasters and incidents often involve many forces, what are the difficulties in directing and commanding among the forces? What are the problems in assigning and assigning tasks to participate in rescue and relief that need to be resolved? From experience in participating in natural disaster prevention and control domestically and internationally, could the unit clarify the necessity of participating in drills and training and whether there is a need to add any regulations to the draft Law?
Speaking at the meeting, Vice Chairman of the National Defense, Security and Foreign Affairs Committee Nguyen Hai Hung highly appreciated the results of the Engineer Corps' participation in the United Nations' emergency and peacekeeping missions; saying that this was the result of the awareness of responsibility, efforts in training, drills, etc. of the officers and soldiers of the entire unit.

Sharing the difficulties and challenges facing the Engineering Corps in the process of performing its tasks, the Vice Chairman of the Committee on National Defense, Security and Foreign Affairs stated that the survey helped the Survey Team gain more useful and practical information for the Committee to complete the review, acceptance and revision of the draft Law on State of Emergency and the draft Law on Participation in the United Nations Peacekeeping Force. Thereby, contributing to the completion of the legal system, creating the best legal corridor for performing tasks, handling emergencies and participating in the United Nations Peacekeeping Force.
