In the period of 2021-2023, Phan Rang - Thap Cham City has 114 newly registered projects, transferred to the list of projects requiring land recovery and conversion of land use purposes for rice cultivation with a total area of over 1,506 hectares. Of which, 81 projects must recover land with an area of 1,441.71 hectares; 33 projects change land use purposes with an area of 64.36 hectares. The number of projects that have recovered land and converted land use purposes according to the resolution of the Provincial People's Council is 33 projects with an area of over 140 hectares; 5 projects have changed land use purposes with an area of over 2.1 hectares. The number of projects that have not recovered land according to the resolution is 4 projects with an area of over 1.1 hectares; 28 projects have not changed land use purposes for rice cultivation according to the resolution of 62.18 hectares. The number of projects included in the resolution but not yet approved by competent authorities for investment policy is 32 projects with an area of 1,138.37 hectares. Regarding the review of projects that have been approved by the Provincial People's Council to reclaim land and change the purpose of rice land use for more than 3 years but have not been implemented, the city currently has 3 projects...

Concluding the working session, the Vice Chairman of the Provincial People's Council requested Phan Rang - Thap Cham City to strengthen the propaganda and dissemination of land law education in the area so that people can understand; pay attention to guiding people to carry out procedures for land change registration for recovered areas according to regulations. Strengthen the state management of land in the area, especially the management of unused land and public land to ensure strict compliance with regulations; focus on completing the work of measuring maps and land databases to strictly and transparently manage land at the grassroots level. Strengthen the training and fostering of cadres working in land management at grassroots levels. Review and remove from the list of land recovery and change of rice land use purpose projects and works that have been over 3 years but have not yet had a decision on land recovery, land allocation, or land lease to submit to competent authorities for consideration. Closely direct the development of plans and projects for land recovery to ensure compliance with the law and feasibility; review plans for compensation prices, support, and resettlement land before deciding to recover and implement projects to ensure compliance with legal regulations. Coordinate with the Department of Natural Resources and Environment to strengthen inspection and examination of project implementation in the area to advise and propose the Provincial People's Committee to consider and handle projects that are behind schedule, projects that have stopped operating, and projects that use land for purposes other than those prescribed in order to create land funds to call for reputable and potential investors to implement projects, avoiding wasteful land use. Strengthen coordination between localities and investors in project implementation, especially projects with capital outside the state budget.
