Trade Defense Forum 2025: “Proactive defense – Accelerating integration – Promoting private economy in global supply chain”

1. General introduction

In the context of a rapidly changing and complex world economy , increasingly fierce trade competition, increasing trade protectionism, and many countries stepping up the application of trade defense measures (TMS) to protect domestic production and maintain competitive advantages, Vietnam faces both opportunities and challenges when participating deeply in the global supply chain.

With a high degree of economic openness and extensive participation in free trade agreements, Vietnam not only faces many trade remedies cases from export markets but also needs to proactively use trade remedies to protect the domestic market. In particular, the private sector – a force that plays a key role in growth and job creation – needs to improve its competitiveness and proactively respond to international trade barriers.

Following the success of the first PVTM Forum in 2024 with the theme "Enhancing endogenous capacity, promoting sustainable growth", aiming to create a foundation to help businesses and management agencies coordinate closely so that PVTM is not only a "shield" of protection but also a "lever" to help Vietnamese businesses accelerate integration, seize opportunities, prevent risks and firmly enter the new era of self-reliant economy, sustainable development and prosperity of the nation, especially in the context of a changing world, the PVTM Department ( Ministry of Industry and Trade ) organized the PVTM Forum in 2025 with the theme: "Proactive defense - Accelerating integration - Promoting the private economy in the global supply chain" in Ho Chi Minh City.

Accordingly, the PVTM Forum 2025 will:

Strengthening the proactive trade defense capacity of Vietnamese enterprises, especially the private economic sector, through information sharing, updating global trade defense policy trends and analyzing typical cases, thereby improving the ability to respond to and comply with trade defense.

Identify the risk of being investigated for applying trade remedies measures to Vietnam's export goods; risks and trends of investigation into evasion of trade remedies measures and origin fraud in major markets; opportunities and challenges that Vietnamese enterprises will face in 2025.

Connect and promote deeper business participation in the global supply chain associated with digital transformation, green manufacturing, and sustainable development.

Orientation of market integration and expansion strategies based on compliance with international rules and helping businesses seize opportunities, prevent risks, and improve compliance with international trade regulations.

Create a multi-dimensional interactive exchange forum between state management agencies, businesses, associations, experts and organizations to remove difficulties and improve support mechanisms for businesses, especially the private economic sector.

The Forum is not only a highly topical event, helping businesses update timely on PVTM trends, but also creating a strategic bridge between Vietnamese businesses and the global supply chain. The results of the Forum will contribute practically to enhancing the economy's resistance to trade defense and promoting the private sector to become a driving force for sustainable growth.
