On the afternoon of August 8, Ho Chi Minh City National University coordinated with the Ministry of Construction and the Ho Chi Minh City People's Committee to organize a scientific seminar with the theme "Smart City - Legal framework and implementation roadmap" with the aim of consulting on the legal framework, domestic and international lessons learned, implementation roadmap and pilot proposals at Ho Chi Minh City National University Urban Area.
Ho Chi Minh City National University commits to gradually implementing smart urban construction
Speaking at the seminar, Mr. Nguyen Duc Hien, Deputy Head of the Central Policy and Strategy Committee, highly appreciated the seminar and expressed his desire to hear opinions from experts and scientists on key issues such as: implementing the smart urban model after merging provinces and cities and operating the two-level government mechanism; necessary legal framework; orientation for socio -economic development in urban areas and solutions to minimize negative impacts on people's lives.
Sharing at the seminar, Associate Professor, Dr. Vu Hai Quan, Director of Ho Chi Minh City National University, said that Resolution No. 57-NQ/TW identifies the goal of promoting smart urban development, associated with breakthroughs in science , technology, innovation and national digital transformation. As a university located in Ho Chi Minh City, Ho Chi Minh City National University proactively coordinates with the city's leaders and the Ministry of Construction to organize the seminar, in order to receive opinions from experts and scientists. These comments will be compiled and reported to competent authorities to contribute to perfecting policies and building a roadmap for smart urban development in line with reality.
The Director of Ho Chi Minh City National University added: "The Ho Chi Minh City National University Urban Area has basically completed its infrastructure, with a scale of more than 100,000 students studying and living. On that basis, Ho Chi Minh City National University proposed to be the pioneer in piloting the smart urban model. The unit has begun research and made initial preparations to form a smart urban model according to advanced standards."

Developing smart services for students and the community
At the seminar, Dr. Le Hoai Long, Deputy Head of the Faculty of Construction Engineering, University of Technology (Ho Chi Minh City National University), gave a speech on the orientation of developing Ho Chi Minh City National University into a smart university urban area - a component of Ho Chi Minh City's smart city. According to Dr. Long, developing Ho Chi Minh City National University into a smart university urban area is a strategic step, both meeting the internal goals of this University and directly contributing to the Ho Chi Minh City Smart City Project. With a set of clear criteria and standards as a guideline and a methodical implementation roadmap, Ho Chi Minh City National University can become a pioneering model of a modern, green and sustainable knowledge city.
Regarding the orientation of developing Ho Chi Minh City National University into a smart university urban area, Dr. Le Hoai Long emphasized the development of smart services for students and the community. Accordingly, in order for learners and residents to benefit maximally from smart infrastructure, it is necessary to deploy integrated applications for learning utilities (course registration, digital library); finance (tuition, scholarships); healthcare (electronic health records); incident reporting and internal and external traffic information. The internal electric bus system with integrated electronic tickets, along with real-time information boards at gates and stops, will help optimize travel. Smart medical facilities connected to the Ho Chi Minh City health system allow for medical examination and treatment, online psychological counseling, and effective health record management, etc.
This expert also believes that human resources play a decisive role in the effectiveness of smart city operations. Therefore, Ho Chi Minh City National University needs to organize training programs to foster digital skills, data mining skills and smart system operations for students, lecturers and managers. Integrating smart city content into training programs (information technology, architecture, planning, public administration...) will help form a digital citizen culture.
Proposing a roadmap for developing smart urban areas in Ho Chi Minh City in 3 phases
At the meeting, experts proposed a roadmap for developing Ho Chi Minh City's smart city in 3 phases with a total investment of about 2-3 billion USD from 2025 to 2030. The first phase focuses on building the foundation with pilot projects such as Digital Twin and smart transportation; the second phase expands the entire city, aiming for the top 3 ASEAN and 40% of GRDP from the digital economy; the third phase is expected to turn Ho Chi Minh City into a regional innovation center.
Also during the meeting, Mr. Truong Trung Kien, Deputy Director of the Ho Chi Minh City Department of Construction, said that the development of smart cities is an inevitable trend in the integration process, especially in the context of Ho Chi Minh City merging with localities in the southern key economic region. Accordingly, Ho Chi Minh City is committed to increasing efforts in solving urban challenges with technology, strongly encouraging innovative initiatives, towards the goal of building a smart and modern city.
