Pursuant to Decree No. 152/2025 of the Government regulating decentralization and delegation of powers in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation, the Ministry of Home Affairs solicits public opinions on the case of submitting for consideration and awarding the title of "Labor Hero" to Ms. Nguyen Thi Binh, former member of the Party Central Committee, former Vice President, former Minister of Foreign Affairs of the Provisional Revolutionary Government of the Republic of South Vietnam.
On August 7, the Office of the President submitted a proposal to the Prime Minister to consider and submit to the President the title of Labor Hero to honor Ms. Nguyen Thi Binh's great contributions in the field of foreign affairs, especially in her position as Minister of Foreign Affairs of the Provisional Revolutionary Government from 1969 to 1976.

Pursuant to the Law on Emulation and Commendation and Decree No. 152/2025, the Central Emulation and Commendation Committee and the Ministry of Home Affairs shall seek public opinions according to regulations on the above cases of consideration and awarding of the title "Labor Hero".
Suggested comments should be sent to the Central Emulation and Rewards Committee, 103 Quan Thanh, Ba Dinh, Hanoi for synthesis and reporting to the Central Emulation and Rewards Council.
Ms. Nguyen Thi Binh (Nguyen Thi Chau Sa) was born on May 26, 1927, her hometown according to the old administrative unit is Dien Thang commune, Dien Ban district, Quang Nam province; permanent residence is No. 68B, Tran Hung Dao, Hanoi.
She is a Bachelor of Arts, graduated from Hanoi University (before 1954 studied at Lycée Sisowath - Cambodia, then studied abroad in France).
During the period 1969-1976, she was the Head of the delegation of the Provisional Revolutionary Government of the Republic of South Vietnam at the Paris Conference on Ending the War and Restoring Peace in Vietnam; Minister of Foreign Affairs, in charge of all foreign affairs, international dialogue, public opinion mobilization, and diplomatic struggle. She also directly led propaganda activities, people's diplomacy, and built a network of international relations with more than 40 countries and progressive international organizations.
The four-party talks in Paris were a fierce struggle on the diplomatic front, requiring a lot of courage, both firm in principle and flexible in strategy, intelligence and creativity. It was no coincidence that Ms. Nguyen Thi Binh was appointed by President Ho Chi Minh as Foreign Minister of the Provisional Revolutionary Government of the Republic of South Vietnam and Head of the Provisional Revolutionary Government's negotiating delegation at the Paris Conference.
Together with Mr. Le Duc Tho, Special Advisor to the negotiating delegation of the Government of the Democratic Republic of Vietnam at the Paris Conference, Mr. Xuan Thuy, a politician, poet, and journalist, capable of gathering the sympathy of friends and international public opinion, Ms. Nguyen Thi Binh - representing heroic and indomitable Southern women, with her intelligence, sincere, gentle, open and friendly attitude, attracted attention, won the sympathy of world public opinion, and formed a negotiating trio capable of bringing the Paris negotiations to victory.
During the long and fierce negotiations, Ms. Nguyen Thi Binh and Minister Xuan Thuy firmly grasped the guidelines and principles of the Politburo and the Party Central Committee, applied the great diplomatic strategy of "two but one, one but two", grasped the reality of the southern frontline, always stood firm on the offensive position of overwhelming the opponent in terms of morality and law, were steadfast and sharp, contributing to the implementation of the main task of diplomacy and negotiations, which is to coordinate and support the battlefield, restrain the enemy, ensure that the battlefield becomes stronger and stronger, and gain the world's sympathy.
As Minister of Foreign Affairs and Head of the delegation of the Provisional Revolutionary Government, representing the people of the South in the fight, Ms. Nguyen Thi Binh actively mobilized politicians, intellectuals, and the French and Western press to support the resistance of the people of the South.
She visited many countries on all continents, attended many rallies, demonstrations, and parades in Vietnam; thereby, bringing the heroic struggle of the people of South Vietnam to the world, drawing the world to Vietnam, contributing to strengthening and expanding the world people's front supporting the struggle for independence and freedom of the people of South Vietnam...
She has been awarded many noble medals and orders such as: Ho Chi Minh Medal, First Class Medal of Military Exploit, First Class Medal of Resistance against America, Great Solidarity Medal, First Class Medal of Freedom of Laos.
