On October 4, at Hanoi National University, National Assembly deputies met with voters of Thach That district before the 6th Session of the 15th National Assembly and collected opinions on the Draft Law on the Capital (amended).

At the conference, National Assembly deputies informed voters about the content and program of the 6th Session of the 15th National Assembly and the results of responding to voters' petitions after the 5th Session of the 15th National Assembly. Accordingly, the 6th Session of the 15th National Assembly will open on October 23, 2023.

At the conference, Deputy Head of the Hanoi National Assembly Delegation Pham Thi Thanh Mai expressed her hope to receive many comments from delegates and voters on the Draft Law on the Capital (amended).

Summarizing the main contents of the Draft Law on the Capital (amended), the Deputy Head of the Hanoi National Assembly Delegation affirmed that the provisions in the Draft Law are all aimed at continuing to perfect the legal basis, building a unique and outstanding mechanism, overcoming difficulties, obstacles and inadequacies arising in the process of implementing the Law on the Capital.

From there, contributing to the construction and development of Hanoi Capital with its position and role as a political, administrative, economic and cultural center, towards a smart, modern, green, clean, beautiful, secure and safe urban area...

Voters hope the Draft Law on the Capital City will be amended soon.

Agreeing with the groups of issues mentioned in the Draft Law on the Capital (amended) and hoping that the Law will be passed soon, voter Vu Thi Le Quyen (Thach That district) suggested that there should be a special mechanism for the Capital and that the Hanoi People's Council should decide on the apparatus, number of staff, salary and allowance regimes for the team of cadres, civil servants and public employees.

Regarding the mechanism and policies to attract talents and develop high-quality human resources for the city, voters asked the National Assembly to clarify the concept of talent, and there needs to be a clear differentiation of subjects in order to have regulations on appropriate policies and regimes in recruitment without examination, salary arrangement, appointment and treatment for talents working in the capital.

At the same time, the recruitment process needs the participation of representatives of the Ministry of Home Affairs in the Recruitment Council to increase supervision and ensure transparency in recruitment.

Mr. Chu Son Ha - Former Deputy Head of the Hanoi City National Assembly Delegation, suggested that in the coming time, it is necessary to pay attention to and supervise the implementation of planning and construction of individual houses. It is necessary to increase the level of penalties for violations in the field of construction and planning in Hanoi and Ho Chi Minh City. At the same time, it is necessary to supervise the projects to the end, re-supervise, and see how far the recommendations have been implemented.

Head of the Urban Committee of the Hanoi People's Council Dam Van Huan proposed to add to the draft Law the functions of the Standing Committee of the City People's Council to resolve issues regarding mechanisms and policies in emergency situations of natural disasters and epidemics;

Support provinces and cities in emergency cases; adjust approved annual public investment plans without affecting total investment; adjust group C projects approved by the City People's Council.

At the conference, experts and scientists also contributed opinions on the Draft Law on the Capital (amended); on the application of the Law on the Capital (Article 4); on the organization of the government in Hanoi (Article 8); on the organizational structure of the Hanoi People's Council (Article 9);

Decentralization of power to the Hanoi City government in the field of organizational structure and staffing (Articles 9 and 10); the model of “city within a city”, the basis for the formation of Hanoi Capital as a Metropolis; Urban governance in some countries and some suggestions for comments on the Draft Law on the Capital (amended).

In addition, experts and scientists also contributed opinions on the duties and powers of the People's Committee and the Chairman of the Ward People's Committee (Article 15); on the civil service regime and staffing of agencies and units under Hanoi City (Article 16); on attracting, promoting talents and developing high-quality human resources (Article 17);

Regarding the salary and income regime of cadres, civil servants and public employees of the Capital (Article 18); opinions on education and social housing development policies in the Draft Law on the Capital; on science and technology development, innovation and digital transformation of the Capital (Article 25)...

“Lodging many students causes less waste”

At the conference, voters highly appreciated the timely decisions of the Party, State and National Assembly in response to recent events and pressing issues. At the same time, voters expressed their concerns about a number of people's issues; and contributed their opinions to the Draft Law on the Capital City (amended).

Voter Le Van Mao (Binh Yen Commune, Thach That District) raised the issue of excess boarding houses in Binh Yen Commune due to the failure to grasp the recruitment needs, causing waste, while previously households had to borrow from banks to build houses.

“Binh Yen commune is adjacent to Hanoi National University, FPT University and part of Hoa Lac High-Tech Park. Due to the previous situation of dormitories not having enough accommodation for students, FPT University held a conference in the commune, asking the people to create conditions for students to rent accommodation and stabilize their studies.

Currently, there are many boarding houses in the area, while the number of students renting is small, causing waste. Therefore, there should be a coordination program between schools, units, and localities, to propose plans and solutions..." - voter Le Van Mao proposed.

Voter Nguyen Ba Khai (Thach Hoa commune, Thach That district) said that the investment project to build Hanoi National University in Hoa Lac still has an area that has not been recovered.

The prolonged project has had a significant impact on the people in the project area, such as not being able to build houses, and having to seek permission from local authorities for renovations and repairs, which has had a significant impact on the lives of the people. Voters in the district have repeatedly petitioned the authorities regarding this issue.

"We request that Hanoi National University have a plan, roadmap and budget arrangement, coordinate with the locality to continue and proactively clear the remaining area of ​​the project, implement the project and help people stabilize their lives soon" - voter Nguyen Ba Khai suggested.
