Overcoming difficulties, bringing the project to the finish line on time
The sidewalk renovation project on Le Hong Phong Street, Vinh City, Nghe An Province, with a total investment of more than 140 billion VND, officially started construction at the end of September 2023. The project implementation progress is 12 months. This is a key street in the city, the project is being constructed in a rolling manner, both under construction and under operation.

Le Hong Phong Street always has a high traffic density every day. On this street there are many agencies, units, schools, businesses... Therefore, upgrading and expanding Le Hong Phong Street to meet development requirements is identified by the city as a top priority.
This route is 2.1 km long, passing through 4 wards: Quang Trung, Hung Binh, Hung Phuc and Truong Thi. The route consists of 2 sections, one from Quang Trung to Nguyen Thi Minh Khai, 226m long, and the other from Nguyen Thi Minh Khai to Truong Thi, 1.9 km long.

According to the plan, Le Hong Phong Street will be widened from 14 to 18 meters, along with that, the road will have its sidewalks renovated, curbs, ditches, and trees replaced... The old sidewalk paved with block bricks has deteriorated a lot, many places where the block bricks have come off and sunk, and are being completely replaced with natural stone.
The drainage system along both sides of the road has been built for many years, the ditches are muddy and have deposited soil, many ditches are degraded and severely damaged, the current collection pits are filled with mud and garbage, and the water collection is poor, so the drainage system has been renovated and upgraded.
On this route, there are many old electric poles, electric wires and telecommunication cables connected in a tangled manner, which is both dangerous and unsightly. The city will replace all electric poles with compact capacitors to ensure aesthetics.
The old sidewalk was paved with degraded block bricks, many of which were peeling off and sinking, and is being completely replaced with natural stone.
Because the handover is only 2 months away, these days the road is full of machinery, construction workers, and materials. Among them, the small businesses on the road are the most eager and waiting for the project to be completed.
Ms. Cao Thi Vinh, owner of a restaurant on Le Hong Phong Street, said: “The urban beautification work to make the streets more modern is something that people agree with. However, the construction and road digging have actually affected people’s businesses since Tet. The sooner the project is completed, the happier we will be.”
However, the construction also affects small traders on Le Hong Phong Street.
Mr. Nguyen Duc Thien, Deputy Director of Vinh City Project Management Board, said that currently, the road is being mobilised by contractors to complete the construction on schedule. However, due to the large volume of work, the construction work is facing many difficulties.
In the documents, Le Hong Phong Street is to widen the road surface 2m on each side, which means that all systems such as electricity, cables, water, trees, etc. must be moved inside, and at the same time, underground. This construction is implemented by the Project Management Board, but must be coordinated and supervised by related units.
“The biggest difficulty is site clearance as well as the impact on business activities and people’s lives. However, we are persistent in persuading people to understand, comply and create conditions for the construction unit to carry out the work on schedule,” said a representative of the Vinh City project management board.
Vinh City spends more than 1,450 billion VND to upgrade main roads
The main roads in Vinh City were built about 20 years ago, and currently cannot meet the travel needs and increasing traffic density of the people. Therefore, urban planning and technical infrastructure construction are identified as key tasks, creating a foundation and driving force to promote socio-economic development and smart urban construction.
At the right turn from Nguyen Van Cu intersection to Le Hong Phong street, because the intersection has many ditches, water pipes and telecommunication cables passing through, construction encountered many difficulties.
Since 2020, implementing the resolution of the 24th City Party Congress for the 2020-2025 term, Vinh City has embarked on urban renovation, aiming to build the city into a civilized, modern, sustainably developed urban area, worthy of being a central urban area of the North Central region.
This locality has spent more than 8,000 billion VND on urban beautification, of which the cost to renovate and upgrade main roads is more than 1,468 billion VND. The funding source comes from the state budget and people's contributions.
Renovation, upgrading and embellishment of main roads, including items: roadways, sidewalks, lighting systems, water supply and drainage systems, tree embellishment, signal systems and traffic organization, in sync with drainage projects, flood prevention, climate change adaptation..., focusing on routes to urban gateways and main central streets.
The units are determined to hand over the project in more than 2 months.
Mr. Nguyen Sy Dieu, Vice Chairman of Vinh City People's Committee, said that 2024 is a pivotal year to open a new development period. Along with striving for economic growth of over 9% and budget revenue of nearly 6,000 billion VND, the city will prioritize resources to continue urban renovation; at the same time, there are a number of solutions to promote socio-economic development to create momentum for the following year.
Currently, along with the development of a draft action program to implement Resolution 39, the city has continued to invite businesses to invest in the city after the province announced the province's planning for the period 2021-2030, with a vision to 2050, while at the same time renovating, upgrading a number of major streets such as Quang Trung - Le Loi - Mai Hac De...
The Vinh City People's Council has issued a resolution on the 2024 public investment plan with a total capital of more than VND 3,347 billion from the city budget. Accordingly, a total of more than VND 3,347 billion from the city budget will be allocated to 389 projects, including 66 completed projects; 135 unfinished projects; 80 land exploitation projects; 45 projects preparing for investment and 63 newly started projects.
