The Provincial People's Committee has just issued Plan No. 21/KH-UBND dated February 6, 2025 on implementing construction planning in the province in 2025 with a total of 547 plans that need to be organized, appraised and approved. This is an important step to concretize Resolution No. 58-NQ/TW of the Politburo on construction and development of Thanh Hoa province to 2030, with a vision to 2045.

Of the 547 plans, there are 348 transitional plans from 2024 and 199 new plans. The transitional plans include 7 district plans, 182 urban plans, 18 functional area plans and 141 rural plans. For the new construction plans established in 2025, there are 114 urban plans, 83 rural plans and 4 functional area plans.

Regarding implementation progress, the province aims to have at least 50% of regional planning, master planning, zoning planning and 80% of detailed planning according to the 2025 plan approved within the year. Of which, 100% of transitional planning such as regional planning (adjusted) and zoning planning (for type III and type IV urban areas) are approved.

For types of planning that are no longer suitable according to regulations (district construction planning; urban zoning planning for type III and type IV urban areas; communes that are not required to establish a general commune plan according to regulations in Clause 1, Article 29 of the Law on Urban and Rural Planning), they must be completed and submitted for approval no later than April 2025, for consideration and approval no later than June 2025.

To ensure progress, the Provincial People's Committee assigned the Management Board of Nghi Son Economic Zone and industrial parks, the People's Committees of districts, towns and cities to issue specific plans and periodically report on implementation results. The Department of Construction was assigned to synthesize, report on the situation and propose solutions if progress is not ensured.

Relevant departments such as Planning and Investment, Natural Resources and Environment, Culture - Sports and Tourism... are responsible for coordinating with the Department of Construction and other units in collecting opinions on construction planning.
