In recent times, Party committees, Party organizations, and authorities, especially the Provincial Police Party Committee, have focused on leading and directing the synchronous implementation of many measures and solutions in the work of preventing and combating violations related to fireworks, achieving many outstanding results. In 2024 alone (from December 15, 2023 to November 5, 2024), the whole province detected and arrested 804 cases, 1,043 subjects violating fireworks, and seized nearly 11 tons of fireworks, of which 344 cases and 404 subjects were arrested for illegal use of fireworks.

In addition to the achieved results, some units and localities have not been really determined in implementing the above tasks, and there are still limitations, leading to complicated developments in the situation of violations of the law on fireworks, with a high potential risk of accidents related to fireworks. In particular, the illegal use of fireworks has occurred continuously in recent times, especially in Vinh city and neighboring localities, causing public opinion and creating a negative effect on awareness of compliance with the law on fireworks. The main reasons are: Heads of some departments, branches, sectors and localities have not paid attention to giving strong direction, and still have the idea that this is the sole responsibility of the police force; The awareness of a significant number of cadres, party members, civil servants and public employees about the work of preventing and combating violations of firecrackers is not serious and complete, leading to the implementation of coordinated solutions to prevent and combat violations of the law on firecrackers not being drastic, not being substantial, still being formalistic, coping, and in some cases even ignoring and agreeing to let relatives and family members use illegal firecrackers.

To strengthen leadership and direction in the implementation of the work of preventing and combating violations related to fireworks, mobilizing the participation of the entire political system, and determined to minimize the illegal use of fireworks in the area before and during Christmas 2024, New Year and Lunar New Year 2025, the Standing Committee of the Provincial Party Committee requests Party committees at all levels, Party organizations, departments, branches, the Fatherland Front and socio-political organizations, district, city, town Party committees, and affiliated Party committees to strictly implement the following contents:

1. Disseminate and thoroughly understand to each Party cell, Party member, cadre, civil servant, public employee, armed forces, union members and association members at the unit and locality to firmly grasp the Party's policies and guidelines, legal regulations and directions of the Provincial Party Committee and Provincial People's Committee in the work of preventing and combating violations related to fireworks. Identify this as a common task and responsibility of the entire political system from the provincial level to the district, commune, block, hamlet, village and hamlet levels; attach responsibility and create positive changes from self-awareness to actions in compliance with legal regulations on the management and use of fireworks for cadres, Party members, union members and association members in the area.

2. The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee to direct and mobilize the strength of the entire political system from the province to the grassroots level, taking the police force as the core, coordinating and implementing synchronously and drastically measures to combat and prevent violations of firecrackers. In particular, focusing on leading and directing the implementation of a number of contents:

- Strengthen propaganda and mobilization work, identifying this as a key measure to raise people's awareness and sense of law compliance in this work. Organize and launch a movement for the entire people to protect national security, associated with the work of preventing and combating violations of firecrackers; maximize the role of grassroots forces in the work.

Organize the signing of commitments to each agency, unit, enterprise, school, and household on not committing crimes and violating the law on fireworks. In particular, leaders at all levels, cadres, party members, civil servants, public employees, armed forces, union members, and association members must uphold their responsibilities as role models, take the lead in signing commitments, and strictly comply with regulations on the management and use of fireworks. At the same time, strengthen propaganda to relatives, families, friends, and residents to understand and participate in the prevention and combat of violations related to fireworks.

- Focus on detecting, arresting, investigating, and strictly handling violations of firecrackers, especially illegal fireworks, according to the law. Promptly prosecute and try a number of typical cases before Tet to serve the general propaganda, education, deterrence and prevention work.

- Coordinate to strengthen state management, strictly control the fireworks business establishments of the Ministry of National Defense in the area. Control border gates, trails, openings, minimize the source of smuggled fireworks into the area.

- Strengthen the synchronous and drastic implementation of measures and solutions to prevent and combat violations related to fireworks, especially the illegal use of fireworks in Vinh city. Identify this as a key area of ​​the province to mobilize maximum resources and human resources to participate in the work, determined to minimize the illegal use of fireworks before and during Christmas 2024, New Year and Lunar New Year 2025.

3. The Provincial Fatherland Front Committee and socio-political organizations direct cadres, union members and association members under their management to actively participate and effectively carry out propaganda and mobilization work at the grassroots level; coordinate with functional forces to deploy the fight against violations related to fireworks, especially illegal use of fireworks.

4. Heads of agencies, units and localities must regularly and directly direct, inspect, guide and urge the implementation at the unit and locality. If the situation of illegal use of fireworks becomes complicated in the area; if party members, cadres, civil servants, public employees, union members and association members in the unit violate regulations on fireworks, they must take full responsibility before the Standing Committee of the Provincial Party Committee.

5. The Provincial Public Security Party Committee shall preside over and coordinate with relevant units to monitor, inspect, guide and urge the implementation; summarize the situation and results, coordinate with relevant agencies to report to the Government, the Ministry of Public Security and the Standing Committee of the Provincial Party Committee according to regulations.
