Speaking at the groundbreaking and inauguration ceremony of 250 projects nationwide on the morning of August 19, the Prime Minister emphasized that these projects have strategic significance in infrastructure development, creating momentum to promote socio -economic development, and at the same time strongly attracting private resources.
Of the total 250 projects, 89 were inaugurated with a total investment of about VND220,000 billion, including 208 km of expressways, bringing the total length of expressways nationwide to nearly 2,500 km. Many large-scale projects were put into use such as Rach Mieu 2 Bridge, Tri An Hydropower Plant Expansion, Hoa Binh Expansion, Nghe An Oncology Hospital with 1,000 beds, the headquarters of the Ministry of Public Security and Saigon Marina International Financial Center.
Some other important projects completed or about to be inaugurated on this occasion are the National Data Center, Nhon Trach 3 and 4 Power Plants, the 500 kV Lao Cai - Vinh Yen line, Phong Chau Bridge and major oil and gas projects. In particular, the National Exhibition Center in Dong Anh ( Hanoi ) covers an area of 90 hectares, with an investment capital of more than 7,000 billion VND, taking only 10 months of construction, and is expected to become a space for developing cultural and entertainment industries.
161 new projects were also started with a total capital of over VND1,060,000 billion. Notably, Ngoc Hoi bridge connecting Hanoi - Hung Yen, Long Thanh - Ho Chi Minh City extended expressway, Ca Mau - Dat Mui expressway, Hon Khoai dual-use port, Viettel Research and Development Center, Ministry of Public Security Biotechnology Center and many resettlement areas serving the North - South high-speed railway project and the Hanoi - Lao Cai - Hai Phong route.

In the aviation sector, the Gia Binh International Airport project (Bac Ninh) has started construction, with a capacity of 30 million passengers per year, and is expected to be completed by the end of 2026 in time for APEC 2027. This is positioned as a strategic dual-use airport, serving both economic development and ensuring national defense and security.
In addition, 22 social housing projects with tens of thousands of apartments have been started. The nationwide movement to eliminate temporary and dilapidated houses with more than 334,000 completed houses has reached the finish line 5 years early, becoming a "Special National Project". The Prime Minister affirmed that to date, there are basically no temporary or dilapidated houses in the country.
According to the Prime Minister, 63% of the total investment capital of more than VND1,280 trillion is from the private sector, the State only accounts for 37%. This reflects the Party's policy of developing the private economy into an important driving force, with the State playing a leading role and activating social resources.
He emphasized that these key projects will "turn the tide and transform the state" of national strategic infrastructure. They contribute to realizing the Party and State's vision of developing synchronous and modern infrastructure, creating new development space, reducing logistics costs, and enhancing the competitiveness of goods and businesses.
The projects also demonstrate the determination of the entire Party, the consensus of the political system, the joint efforts of the people and the business community, with the spirit of "what is said must be done, what is committed must be done, what is done must have concrete results".
Prime Minister Pham Minh Chinh believes that the country will have more new iconic works admired by the world, and many creative cultural and social spaces for the people to enjoy. He hopes that each project will be a "piece" that brightens the picture of the Vietnamese nation "Independence - Freedom - Peace - Unity - Integration - Strength - Prosperity - Civilization - Wealth".

To make the projects effective, the Prime Minister requested investors and related units to manage, operate safely, exploit effectively, and protect the environment "bright - green - clean - beautiful". For projects that have started construction, he requested localities, investors, and contractors to quickly resolve legal issues, arrange resources and equipment for urgent construction, and strive to complete ahead of schedule.
He emphasized that the implementation must be based on the principle of "3 yes, 2 no": beneficial to the State, people and businesses; no corruption, negativity, no loss or waste of people's assets, efforts and money. Sectors and localities need to assign "6 clear" tasks: clear people, clear work, clear time, clear responsibility, clear products, clear authority, to achieve "3 easy" tasks: easy to check, easy to urge, easy to evaluate.
The Prime Minister called on each individual and enterprise participating in the project to promote the spirit of self-reliance, dare to think, dare to do, innovate the way of thinking and doing. Large enterprises need to support small enterprises, creating a spillover effect in development. All must put the interests of the nation, the people, the prosperous and happy life of the people first, unite, work together, win together, and develop together.
"We are determined to make more efforts, faster and bolder to complete key projects on schedule and ahead of schedule, especially high-speed railways, nuclear power plants, high-tech centers, and digital transformation centers," said the Prime Minister.

According to Minister of Construction Tran Hong Minh, in the 2021-2025 period, ministries, branches, localities and enterprises have closely coordinated, launched many emulation movements, and overcome difficulties related to the epidemic, materials and weather. Tens of thousands of engineers and workers have worked in three shifts, "eating quickly, sleeping urgently", and working through holidays and Tet so that the projects can be completed on schedule.
Since the beginning of the year, the construction industry has completed 455 km of expressways, bringing the total length put into operation to about 2,476 km, expected to reach the target of 3,000 km by the end of 2025 and 5,000 km by 2030. 6 expressway projects with a length of 364 km and many other national highways have also been started, including the Ca Mau - Dat Mui expressway, the last piece on the North - South axis.
In the railway sector, many resettlement areas serving the North-South high-speed railway project and the Lao Cai-Hanoi-Hai Phong route have been started. In terms of aviation, key projects such as the expansion of Tan Son Nhat, Noi Bai, and Long Thanh will be basically completed in 2025; along with the construction of Gia Binh airport (Bac Ninh), Cat Bi T2 terminal (Hai Phong) and Ca Mau port.
Compared to the beginning of the term, the urbanization rate reached 44.9%, the urban population with access to clean water reached 94%, and the average housing area increased to 26.6 m2/person. From 2021, the country will implement 692 social housing projects with 634,000 units, aiming for one million units by 2030.
