Training high-quality human resources for ethnic minorities: Need for synchronous policies

According to the Draft "Project on training and fostering high-quality human resources of ethnic minorities in key sectors, groups of sectors and fields for the period 2025-2035, with a vision to 2045" to implement Decision 1657/QD-TTg of the Prime Minister on the Strategy for Ethnic Affairs for the period 2021-2030, with a vision to 2045.

Ethnic minorities account for about 14.7% of Vietnam's population, equivalent to more than 14 million people, with a rapidly growing population and are in the golden population period. However, the quality of ethnic minority human resources is still low, with the rate of trained workers reaching only about 6.2% - less than 1/3 of the national average. Policies to support the development of ethnic minority human resources are still inconsistent, not really promoting the motivation to rise of ethnic minorities.

According to the Draft, in the period of 2025-2035, the Ministry of Education and Training aims to form a team of highly qualified ethnic minority human resources, focusing on key areas such as: Medicine, Pharmacy, Information Technology, Agriculture , Finance - Banking and teacher training.

The objective of the Project will contribute to achieving the objectives of the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2026-2030 period. By 2035, the ethnic minority workforce will be strong enough to meet the development requirements of key sectors, contributing to ensuring employment, increasing income and making practical contributions to the socio-economic development of ethnic minority areas and the whole country.

At the seminar, many opinions said that, in order to achieve the set goals, it is necessary to link training in key sectors with directly solving local socio-economic problems; have more support policies for ethnic minority students; have scholarships for ethnic minorities to continue studying for master's and doctoral degrees to create truly high-quality human resources; have solutions to effectively use human resources after training; pay attention to developing a team of ethnic minority lecturers at local universities and colleges...

This project will also create a legal corridor and favorable conditions to promote the role and responsibility of the entire political system, universities and colleges; strengthen coordination between agencies and organizations participating in the process of training high-quality human resources for students in ethnic minority and mountainous areas; build the necessary legal basis so that universities, localities and related organizations in the locality have the legal basis and funding to coordinate in organizing high-quality human resource training, contributing to the socio-economic development of the locality; improve the quality of human resources towards creating job opportunities for ethnic minority and mountainous areas, contributing to sustainable multidimensional poverty reduction in ethnic minority and mountainous areas.

Students from ethnic minority and mountainous areas with high qualifications have more advantages in accessing jobs after graduation or have an entrepreneurial spirit, boldly invest in production and business, contributing to job creation, ensuring social security and developing the local economy. At the same time, promote and take advantage of the strengths of digital transformation in the process of implementing the contents of the Project.

Based on the comments, the Draft will soon be completed by the Ministry of Education and Training to submit to the Government for approval, contributing to realizing the goal of sustainable development, ensuring that all ethnic minorities have the opportunity to access quality education.
