On the morning of May 25, in Hai Phong, the Party Committee of the Navy held a conference to review 12 years of implementing Directive No. 124-CT/QUTW dated March 31, 2011 of the Central Military Commission Standing Committee on strengthening leadership and direction of political education work (Directive 124) and 10 years of implementing the Project "Innovation of political education work at units in the new period" (Project). Lieutenant General Nguyen Van Bong, Secretary of the Party Committee and Political Commissar of the Navy chaired the conference.
Attending the conference were: Representatives of the Propaganda and Agitation Department, the Propaganda Department, the General Department of Politics of the Vietnam People's Army; comrades in the Standing Committee of the Party Committee of the Military Service; commanders of affiliated agencies and units and candidates participating in the 2023 Political Teaching Cadre Competition.
Rear Admiral Pham Van Luyen, Deputy Director of the Navy's Political Department, presented a report at the conference stating: From 2011 to present, the Party Committee, the Command of the Service and the Party committees and commanders at all levels have led, directed and implemented Directive 124 and the Project comprehensively and synchronously, with many creative approaches, close to the reality of the Service and units.
Political commissars, political officers, and commanders at all levels have developed comprehensive and specific implementation plans, focusing on building model units; focusing on breakthroughs in innovating the form and method of political education (GDCT) according to the motto "1 reduction, 1 increase, 3 substance, 2 closeness, 2 improvement" to improve the quality and effectiveness of GDCT in units.
Political agencies at all levels have promoted their roles and responsibilities well in advising on the development of plans and guiding the implementation of unified political education work, suitable to the characteristics of each type of agency and unit; proactively training and guiding the construction of model units at all levels; maintaining the order of competitions, lectures, inspections, summaries, and experience sharing...
After 12 years of implementing Directive 124 and 10 years of implementing the Project, a strong shift has been made in the work of political education, directly contributing to maintaining the Party's ideological position in the Service, building the Service politically strong, as a basis for improving overall quality, combat strength, and successfully completing the task of protecting the sovereignty of the sea and islands of the Fatherland. The officers and soldiers of the entire Service have always demonstrated steadfast political will, infinite loyalty to the Party, the Fatherland and the people, ready to receive and successfully complete all assigned tasks.
However, the innovation of political education work in some units is not uniform, the quality and efficiency are not high. The management of ideology and relationships of soldiers is sometimes and in some places not strict, not proactive, sensitive, timely, and still allows the phenomenon of soldiers violating the law and discipline.
At the conference, the opinions and presentations frankly focused on clarifying and supplementing the contents identified in the central report and specifically applying them to the unit's tasks; clarifying the advantages, limitations, causes and giving directions and proposing measures to strengthen political education work in the coming time. The service continues to thoroughly grasp and strictly implement the resolutions and directives of the Central Military Commission, the Ministry of National Defense, and the instructions of the General Department of Politics on political education work at the unit in the new period; promoting results and practical experiences, focusing on overcoming weaknesses and weak points; focusing on making breakthroughs in innovating the content, form, and methods of political education; paying attention to training and improving the capacity and responsibility of the team of political teachers; increasing investment in facilities, creating a positive, comprehensive and solid change in the quality and effectiveness of political education work...
On this occasion, the Navy Party Committee proposed the Ministry of National Defense and the General Department of Politics to award Certificates of Merit to 6 collectives and 7 individuals; and to award prizes to 22 collectives and 21 individuals with outstanding achievements in implementing Directive No. 124 and the Project.
