Dak Lak requests to recover billions of medical allowances wrongly paid to nearly 80 people

On the morning of October 9, the leader of the Dak Lak Department of Health said that there were results of the verification of the case of hundreds of medical staff in Cu M'gar district suddenly having their preferential allowances cut by 10%.

Up to now, Cu M'gar District Medical Center has been granted 16,669 billion VND to pay preferential allowances to 267 employees who are eligible for support under Decree 05 dated February 5, 2023 of the Government.

By August 2024, Cu M'gar District Medical Center had spent 16,205 billion VND on employees, the remaining amount was more than 463.4 million VND.

Regarding the requirement of Cu M'gar District Medical Center for employees to deduct 10% of the actual received allowance to pay for those who are not eligible, the number of recipients and the actual amount received has been clarified.

On July 12, 2023, this unit held a conference to agree on financial support for cadres participating in the fight against COVID-19, but not subject to Decree 05.

Funding source from 10% of preferential allowances of 267 employees subject to Decree 05.

The distribution of the collected amount is proportional to the board of directors receiving 90%, other officers are equally entitled.

After 90% of the staff attending the conference agreed, Cu M'gar District Medical Center collected 10% of the preferential allowance from 265 staff (2 people did not pay), earning more than 1.6 billion VND.

Up to now, the 10% amount collected from officers and employees has spent more than 1.52 billion VND on 76 people who are not eligible for preferential allowances according to Decree 05.

It is worth mentioning that among these, there is one medical staff who did not receive the amount of more than 78 million VND because he realized that he was not eligible for the benefit.

According to the Dak Lak Department of Health, the policy of Cu M'gar District Medical Center to collect 10% of the preferential allowance from 267 employees and then pay it back to 76 people who are not eligible for support under Decree 05 is inappropriate.

According to the leader of Dak Lak Department of Health, the information that two officials did not pay 10% of the preferential allowance and were demoted is incorrect, but both of them were still evaluated as having completed their tasks well.

From the above verifications and conclusions, the leaders of Dak Lak Department of Health requested Cu M'gar District Medical Center to review and spend correctly and sufficiently for officers and employees according to Decree 05. Unused amounts must be paid to the budget.

The Department also requested that this center develop a plan to recover the amount of money given to officers and employees who are not subject to Decree 05 in order to pay back the correct subjects and the full amount.

Cu M'gar District Medical Center must organize a review and clarify the responsibilities of individuals and groups involved in collecting 10% of employees' preferential allowances to pay to others.
