According to the report at the working session, from July 1 to August 12, 2025, the Department of Science and Technology of Dak Lak province received 58 administrative procedure (TTHC) files, including 5 files that were left over from the previous month and 53 newly-arrived files. The province has processed 41 files on time, with no cases that were overdue or had to be posted at the one-stop shop. There are still 17 files that are under processing.
The Department of Science and Technology of Dak Lak province has also implemented the "Digital Dak Lak" program with many important contents, including piloting a digital platform in 3 wards: Ea Kao, Tan Lap, Tan An. The province has also launched the "Digital Education for All" movement in the 100 peak days and initiated the digital transformation infrastructure project for the period 2021-2025, towards 2030.
Regarding the implementation of Decree No. 133/2025/ND-CP and Decisions No. 1442, 1446/QD-BKHCN of the Ministry of Science and Technology , the Department of Science and Technology of Dak Lak province has advised on the issuance of 118 administrative procedures in the field of state management. Up to now, the total number of administrative procedures in this field handled by the Department of Science and Technology is 194 procedures.
The delegation of the Ministry of Science and Technology worked with the Department of Science and Technology of Dak Lak province on the operation of two-level local government.
Dak Lak Provincial Public Administration Service Center has actively performed assigned tasks, promoted the provision of online public services, combined with public postal services, and improved people's satisfaction. After more than a month of operation, the Center has stabilized and well met the needs of handling administrative procedures.
However, there are still some difficulties in the process of decentralization and delegation of authority. All administrative procedures are decentralized to the provincial People's Committee, leading to some procedures having short processing times and difficulties in obtaining opinions from the provincial People's Committee. Some fields such as atomic energy and science and technology still lack specific guidance documents on professional requirements and definitions of concepts. Other issues such as searching for National Technical Regulations (QCVN) and Vietnamese Standards (TCVN) in assessing energy savings of machinery and equipment are also inadequate.
In addition, the implementation of Decree No. 133/2025/ND-CP and Circular No. 07/2025/TT-BKHCN still has some shortcomings in the division of authority and the database of organizations and individuals in the field of quality measurement standards has not been built.
At the meeting, Mr. Bui Thanh Toan, Director of the Department of Science and Technology of Dak Lak province, requested the Ministry of Science and Technology to support the enhancement of training of IT human resources and improvement of IT infrastructure. He also requested to consider equipment projects based on the actual situation in the locality.
The delegation of the Ministry of Science and Technology acknowledged the efforts of Dak Lak province in implementing the two-tier government model and resolving the difficulties that the locality encountered. The members of the delegation answered the raised issues and provided specific guidance on procedures and professional regulations. At the same time, the delegation also acknowledged proposals beyond its authority to report to the Ministry's leaders for resolution.
