Attending the Congress were leaders of a number of departments, branches, and armed forces of the province; Standing Committees of the Party Committees of Si Lo Lau and Khong Lao communes, along with 200 exemplary delegates representing over 1,300 party members in the entire Party Committee.
In the 2020 - 2025 term, the Party Committee, government and people of all ethnic groups in Phong Tho commune have promoted advantages, overcome difficulties, strived to achieve important results, basically achieving and exceeding the targets set by the Resolution of the Commune Party Congress. Agricultural and forestry production has developed positively. The cultural and social fields of the commune have had many positive changes. The consolidation, improvement and arrangement of the apparatus in the political system have been well implemented in the direction of streamlining, effective and efficient operation. The political situation is stable, national defense and security are ensured, and national border sovereignty is maintained. The work of Party building and building the political system has been promoted. During the term, 100% of Party organizations and Party members completed their tasks, of which 90% or more completed their tasks well. The leadership capacity and fighting strength of grassroots Party organizations have been enhanced.
In the 2025 - 2030 term, the Party Committee of the commune sets out 15 main targets, 6 key tasks, 2 breakthroughs, and 4 main groups of solutions for implementation. Determined to strive: Maintain and improve 19 criteria for new rural construction; total state budget revenue in the area increases by an average of over 15% annually; average income per capita in the area by 2030 compared to 2025 increases by over 30%.
In their speeches at the Congress, delegates shared a number of solutions on: improving the leadership capacity and fighting strength of Party cells; improving the effectiveness of inspection and supervision work of the Commune Party Committee; promoting administrative reform, digital transformation, and application of information technology in serving the people.
Speaking at the Congress, Comrade Vu Manh Ha - Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee praised and congratulated the achievements of the Party Committee, Government and people of all ethnic groups in Phong Tho commune in the past term. In order to successfully achieve the goal of "Sustainably maintaining Phong Tho commune to meet new rural standards, creating a premise for rapid, green and sustainable development", the Standing Deputy Secretary of the Provincial Party Committee requested the Party Committee, Government and people of all ethnic groups in Phong Tho commune to continue to promote the spirit of solidarity, high determination, great efforts, drastic and effective actions, and well implement a number of key tasks. That is to focus on building the Party, building a clean and strong political system; continue to review and implement staff streamlining in conjunction with promoting the restructuring of the contingent of cadres and civil servants according to job positions. Focus on planning work, combined with training and development of cadres, especially young cadres, female cadres, and ethnic minority cadres. Focus on socio -economic development, improving people's lives.
The Congress also approved the following Reports: Synthesis of opinions from affiliated party organizations on the draft Political Report of the Party Executive Committee of the first term of the commune to be submitted to the first Congress of Party delegates of the commune, term 2025 - 2030; Synthesis of opinions from the congress on the draft documents of the 14th National Party Congress, documents of the 15th National Party Congress of the province.
The Congress announced the following decisions: Appointing the Party Executive Committee of the commune with 31 members, the Standing Committee of the Party Committee with 10 members, the Secretary and Deputy Secretary of the Phong Tho Commune Party Committee for the first term, 2025 - 2030; appointing the Inspection Committee of the Phong Tho Commune Party Committee for the first term, 2025 - 2030, consisting of 3 members. Comrade Dinh Quang Tuan holds the position of Secretary of the Commune Party Committee for the 2025 - 2030 term. At the same time, the Decision to appoint the Delegation to attend the 15th Provincial Party Congress, term 2025 - 2030, consisting of 7 members, was announced.
