Da Nang City has 6 real estate projects facing difficulties related to procedures for approving investment policies and approving investors for commercial housing projects where the investors “do not have the right to use residential land”.
Vice Chairman of the National Assembly, Mr. Nguyen Duc Hai and the National Assembly's Supervisory Delegation recently worked with the Da Nang City government regarding legal policies on real estate market management and social housing development.
Reporting to the monitoring delegation, Vice Chairman of the People's Committee of Da Nang City , Mr. Le Quang Nam said that the City has done a good job of administrative reform, focusing on removing difficulties and obstacles for real estate projects to unlock development resources.
During the period 2015 - 2023, the City has solved housing needs for more than 33,000 people.
However, when the Covid-19 pandemic broke out, the real estate market faced many difficulties; procedures for investing in social housing construction, especially procedures for selecting investors, were still slow, affecting the progress of implementing social housing development targets according to the set plan.

The Da Nang City government also said that, like many other localities, the city currently has 6 real estate projects facing difficulties related to procedures for approving investment policies and approving investors for commercial housing projects and urban areas where the investors “do not have the right to use residential land”.
According to the Department of Natural Resources and Environment of Da Nang, the projects facing difficulties are the Hoang Van Thai Plaza Complex of Virtuurs Land Joint Stock Company; the Housing and Trade Services Project of Hoa Ky Joint Stock Company.
In addition, there are also the Diamond Square Trade Center, Office, Hotel, Luxury Apartment of Kinh Bac - Da Nang Investment Company Limited; Khue Trung Riverside Villa Area of Truong Dai Phuc Private Enterprise of Truong Dai Phuc Private Enterprise; Apartment Complex and Commercial Service Project - Area A2 of Son Tra Beach Investment Joint Stock Company.
These projects have not yet completed the investment policy approval procedures due to problems in changing the land use purpose from commercial service land to residential land to develop commercial housing investment projects.

The Government is assigning the Ministry of Natural Resources and Environment to develop a National Assembly Resolution to pilot the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights for other land.
Therefore, Da Nang City proposes that the National Assembly consider and approve this pilot Resolution, creating conditions to remove difficulties and obstacles for real estate projects in the area, and freeing up land resources.
Da Nang City also proposed that the Government continue to direct the synchronous implementation of solutions to implement the Project to invest in building at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030.
In particular, it is proposed to issue investment procedures for social housing projects, shorten the procedures for selecting investors, and delegate authority to localities to prescribe priority criteria for reviewing applications for renting state-owned social housing.
Da Nang City also recommended continuing to review difficulties and obstacles in real estate market management and social housing development to promptly supplement the content of Decrees and circulars guiding the implementation of the 2023 Housing Law and the 2023 Real Estate Business Law...
According to the report of Da Nang City , in the period of 2015-2023, the real estate market has made important contributions to the city's growth, with the added value of real estate business activities accounting for 5.56% of the total GRDP in the same period. Each year, it contributes nearly 0.1 percentage points to the GRDP increase, while creating growth momentum for many related industries.
