Civil servants who quit their jobs due to organizational restructuring will have their benefits resolved before August 31.

The Politburo and Secretariat requested to thoroughly handle policies for officials and civil servants affected by organizational restructuring before August 31, not allowing them to linger.

According to Conclusion 183 dated August 1 of the Politburo and Secretariat on implementing the two-level local government model, ministries, departments, branches and localities must complete the settlement of regimes and policies for cadres and civil servants affected by the organizational arrangement to ensure the rights of workers.

The Government Party Committee is assigned to direct the Ministry of Home Affairs to research, promulgate or propose competent authorities to promulgate appropriate regulations, ensuring the correlation between groups such as: cadres, civil servants, public employees, workers with at least 15 years of experience in heavy, hazardous jobs or working in particularly difficult areas and reaching retirement age; commune-level cadres receiving pensions, disability benefits, and sick soldiers' benefits; people working at special provincial and district-level associations; full-time trade union officials under labor contracts.

Before August 31, the Ministry of Home Affairs must complete tasks such as: training and professional development for commune-level civil servants; developing a toolkit to evaluate work performance, as a basis for measuring the quality of cadres, civil servants and public employees; promulgating regulations on the functions and tasks of specialized agencies at the provincial and commune levels to effectively operate the two-level government model.

The conclusion requires Party committees and organizations at all levels to continue effectively implementing relevant resolutions; urgently perfecting the team of commune-level cadres, supplementing the missing personnel, increasing both quantity and quality, ensuring the smooth operation of the model. The Central Inspection Commission is assigned to direct the strengthening of inspection and supervision of the implementation of the above contents.

According to the Ministry of Home Affairs, by the end of July, about 85,400 cadres, civil servants and public employees nationwide had quit their jobs, of which 41,000 received retirement benefits or quit their jobs due to streamlining the apparatus. It is estimated that by 2030, the total budget needed to spend on early retirement and layoff regimes will be VND128,480 billion. Of which, VND22,139 billion will be spent on 18,449 provincial-level cadres and civil servants who quit their jobs early, equivalent to about VND1.2 billion/person; VND99,700 billion will be spent on people who quit their jobs at the commune level; VND6,600 billion will be paid for social insurance to ensure that pensions are not deducted.

On the contrary, streamlining the payroll and reorganizing the apparatus will help save the budget significantly. In the 2026-2030 period, it is expected to reduce spending by VND 27,600 billion from streamlining provincial-level officials and civil servants; VND 128,700 billion from reducing commune-level officials; VND 34,000 billion from non-professional commune-level officials. The total budget savings is about VND 190,500 billion for regular expenditure on salaries and administration.

To effectively carry out these tasks, the Politburo and the Secretariat require localities to fully invest in digital infrastructure conditions for commune level such as digital signatures, management software, data digitization personnel, ensuring effective operation of the Commune-level Public Administration Service Center according to the new model.

In addition, relevant agencies must also develop a system of criteria for evaluating cadres, prioritizing quantitative and practical criteria, as a basis for screening, appointing and using cadres in accordance with new requirements. The Central Organizing Committee will preside over the synthesis of monthly periodic reports on implementation progress, and send them to the Politburo and the Secretariat before the 25th of each month.
