Too many virtual candidates
Nearly 850,000 candidates registered for university and college admission in 2025 with a total of more than 7.6 million wishes. On average, each candidate registered about 9 wishes. However, many candidates registered dozens or even more than 100 wishes. In particular, there were candidates who registered up to 231 wishes with all types of schools from colleges to universities, all professions from interior design to veterinary medicine, food processing, accounting, communications, journalism, languages, vocal music...
Candidates registering too many wishes has increased the virtual rate in university admissions in 2025. Many universities, although their enrollment quotas are not high, still receive hundreds of thousands of wishes. It is worth noting that there are few wishes for the first time, but mainly wishes for the fifth time and above.
For example, Ho Chi Minh City University of Industry recruits 10,000 students but has more than 160,000 wishes. Dr. Nguyen Trung Nhan, Head of the school's Training Department, said that out of these more than 160,000 wishes, only more than 11,000 are wish 1. The total number of wishes 1-2-3 accounts for about 50%, the rest is from wish 4 and up. In particular, the school recorded candidates registering for 100 wishes or more, and the highest wish was 152.

Meanwhile, at Ho Chi Minh City University of Industry and Trade, although it only recruited 8,000 students, it received 178,294 applications. However, there were only 13,308 first-choice applications; 16,359 second-choice applications; 17,192 third-choice applications. Notably, 41,307 candidates registered for 10 or more applications. The highest application was for Business Administration at 132nd place with an admission score of 20.
The University of Economics and Law has a quota of 2,700 students but has 143,000 applicants. Another famous university in Ho Chi Minh City has a quota of only 5,000 students but has nearly 70,000 applicants.
The fact that candidates registered too many wishes, causing the virtual rate to increase, has made it difficult to determine the university admission score in 2025. After 6 virtual filtering rounds and the final announcement of the admission score on the afternoon of August 20, the Ministry of Education and Training decided to adjust the admission and virtual filtering plan in 2025. The Ministry said that in 2025, the number of candidates registering for university and college admission will be higher, and it will also be the first year that colleges will participate in the admission, there will be no more early admission, and all admission methods will be used in the first round.
Therefore, schools focus on carefully reviewing all data, admission methods, and situations in the context of many candidate data being used for admission to ensure that no candidates are missed or incorrectly admitted during the admission process; and limit the occurrence of handling errors during the admission process. In addition, schools carefully calculate options and propose appropriate virtual ratios to avoid creating a large virtual number, affecting the admission sources of other schools as well as enrolling students beyond the school's quota and training capacity.
The Ministry decided to extend the time for organizing the admission exam and processing admission requests on the system by 4 times. Thus, there will be a total of 10 virtual filtering sessions, instead of 6 as initially announced before announcing the benchmark scores.
“Perhaps the Ministry of Education and Training should limit the number of candidates registering to between 10 and 20 to reduce the virtual rate, which makes the virtual filtering system complicated, time-consuming, and prone to errors. During my admissions consultations, I always advise candidates to register for only about 10 wishes. In reality, candidates who register for too many wishes will definitely not be able to control the order and will register for different majors and fields. Therefore, it is not necessary to register for too many wishes,” said the Head of the Training Department of a university.
Previously expected benchmark has changed
Many universities in the South have released their expected benchmark scores after previous virtual filtering rounds. In particular, at Ho Chi Minh City University of Industry, it is predicted that the benchmark score based on high school graduation exam scores may decrease slightly and the benchmark scores based on other methods may increase compared to last year.
In majors with many candidates registering for admission such as Mechanics, Automation, Electricity - Electronics, the benchmark score is predicted not to decrease much, some majors may even increase. Through virtual filtering, the benchmark score of many majors of the school is in the range of 22-25 according to the method of considering high school graduation exam scores. With the benchmark score considered from the graduation exam score method like that, the standard score of the transcript will be from 25 to nearly 29 points. The benchmark score considering the score of the Ho Chi Minh City National University's capacity assessment exam is at 750-900 points. However, due to the increase of 4 virtual filtering times, it is currently unknown whether the expected benchmark score will change or not?
“After 6 virtual filtering rounds, the school has determined the benchmark for 2025, however, due to 4 more virtual filtering rounds, it is not yet known how the expected benchmark will change. Now, to determine the benchmark, we will probably have to wait for a few more virtual filtering rounds because we do not know whether the number of registered candidates and their registration wishes will change or not. We are really nervous,” said Mr. Nhan.
At Ho Chi Minh City University of Industry and Trade, after 6 virtual filtering rounds, the school also expected the high school transcript benchmark for Logistics and Supply Chain is 26.66; Marketing is 26.5; Tourism group is set at 25 - 25.5 for 3 admission subjects and takes the average score of grades 10, 11, 12. The highest competency assessment benchmark is 800 and 815. The graduation benchmark is from 17-24.5. In which, the highest benchmark is about 23.5-24.5 for Logistics and Supply Chain Management, International Business, Marketing; Food Technology, Information Security are expected to have a benchmark of 23; Many majors have a benchmark of 20-22, while the lowest is 17. However, due to 4 more virtual filtering rounds, the school cannot predict the benchmark score.
“To determine the preliminary benchmark, a seventh filtering round is needed. If the virtual filtering system has an error, the school’s benchmark will definitely change. If the virtual filtering system has no problem, the benchmark is expected to remain the same,” said Mr. Pham Thai Son, Director of Admissions.
Through previous virtual filtering, Ho Chi Minh City University of Education has determined that this year's benchmark score is equal to or higher than last year's. In 2024, the highest benchmark score of Ho Chi Minh City University of Education is 28.6. Specifically, the majors of Mathematics Pedagogy: 27.6; Physics Pedagogy: 27.25; Chemistry Pedagogy: 27.67; Literature Pedagogy: 28.6; History Pedagogy: 28.6; Geography Pedagogy: 28.37; History - Geography Pedagogy: 27.75; English Pedagogy: 27.01... By yesterday afternoon, the virtual filtering determined that there was a major higher than last year, that is, higher than 28.6. However, due to 4 more virtual filtering times, the expected benchmark score cannot be determined yet.
The University of Economics and Law, University of Natural Sciences , and Ho Chi Minh City University of Technology are currently unable to predict their benchmark scores due to four more virtual filtering rounds.
