Digital transformation of healthcare: People-centered, technology-driven

In the process of digital transformation that is spreading strongly, the provincial health sector has been promoting the application of modern technology platforms in medical examination, treatment and management. These advances not only improve the effectiveness of diagnosis and treatment, but also open up opportunities for people in all regions to access quality medical services.

In recent years, the Central Highlands General Hospital has achieved many outstanding results thanks to the effective application of information technology and the promotion of digital transformation (DTS) in medical examination and treatment. The service attitude and quality of health care for people have been significantly improved; many specialized techniques have been deployed, contributing to improving treatment effectiveness and better meeting the needs of patients.

Doctor CKII Nguyen Dang Giap, Director of the Central Highlands General Hospital, said that recently, the hospital has effectively implemented remote medical examination and treatment via the Telehealth system, helping doctors to participate in consultation, treatment, and timely intervention in difficult cases, promptly capturing the "golden time" in treatment. At the same time, implementing health insurance medical examination registration using citizen identification using the VNeID and VssID applications through the hospital's software.

The Central Highlands General Hospital is also one of the first public hospitals in the province to implement a self-service kiosk model for medical examination and treatment. This is a modern solution to support hospitals in receiving patients, helping to save time waiting in line.

The main function of the Kiosk is to register for medical examination, in which patients use their chip-embedded citizen identification cards to proactively register for medical examination; automatically link social insurance information according to the citizen identification number; integrate facial authentication to identify users.

With more than 1,500 patients visiting the clinic every day, the application of self-service kiosks is considered a major improvement, contributing to reducing pressure on medical staff, improving work efficiency and service quality, and saving waiting time for patients.

In private hospitals, digital transformation has been invested in and implemented systematically, becoming a key factor in development strategy.

Doctor CKII Vo Minh Thanh, Director of Buon Ma Thuot University of Medicine and Pharmacy Hospital, said that since its establishment, the hospital has begun to build a target program to move towards a smart hospital by storing all patient data on the hospital's digital technology systems. Based on the existing electronic medical record platform, the hospital aims to completely digitize all medical examination and treatment processes, moving towards a paperless hospital. At that time, patients will not need any paperwork when coming to see a doctor, all medical examination and treatment data will be sent to patients, they can access it by computer or smartphone.

Building a smart hospital is the ultimate goal of Buon Ma Thuot University of Medicine and Pharmacy Hospital, where all processes of examination and patient care are digitized and automated by machines. The hospital's laboratory has also been invested in to have the basic foundations of a department in a smart hospital.

Currently, Buon Ma Thuot University of Medicine and Pharmacy Hospital has applied artificial intelligence (AI) in endoscopy, helping to assess lesions and detect cancer early. In diagnostic imaging, machines such as ultrasound, CT, and magnetic resonance imaging of the hospital all apply artificial intelligence. The hospital organizes classes on AI application for key staff to improve their capacity in management, operation and implementation of professional tasks at the hospital.

According to the assessment of the Director of the Department of Health Nay Phi La, from remote health stations to frontline hospitals, digital transformation is changing the face of the health sector every day. There is no longer a scene of patients jostling and waiting, many administrative procedures are streamlined, electronic health records help doctors access information quickly and make more accurate diagnoses. These changes are not only the result of technology, but also a testament to the determination to bring about a modern, humane, people-centered health care system.

After the merger, Dak Lak province has 36 medical examination and treatment facilities with affiliated beds, including 14 hospitals and 22 medical centers. Implementing the direction of the Ministry of Health on the implementation of electronic medical records, according to which hospitals must complete the implementation by September 30, 2025 at the latest, the Department of Health has been promoting the implementation of information systems serving medical examination and treatment (HIS, LIS, RIS/PACS, EMR) to complete electronic medical records at the units.

Up to now, 36/36 units under the Department have deployed the Health Examination and Treatment Management System (HIS); 36/36 units have deployed the Laboratory Management System (LIS); 4/36 units have deployed the RIS-PACS Imaging Archiving and Diagnosis System (Son Hoa Medical Center, Song Hinh Medical Center, Phu Yen Eye Hospital and Phu Yen Traditional Medicine Hospital); 15/36 units are deploying the electronic medical record system (EMR), in which Son Hoa Medical Center, Song Hinh Medical Center and Dak Lak Dermatology Hospital are preparing to publish electronic medical records.
