Focus on investing in building schools for border communes

Dong Nai Provincial Party Committee has directed the Provincial People's Committee and the Department of Education and Training to immediately implement the Conclusion Notice No. 81-TB/TW, dated July 18, 2025 of the Politburo on the policy of investing in building schools for border communes.

Accordingly, many schools in border communes bordering Cambodia will be surveyed and plans for construction, renovation and upgrading will be developed to best meet the learning needs of students. This policy has been very happy and expected to be implemented soon by the Party Committee, the government, the school boards and the people of the communes.

Practical needs

In order to develop a school investment plan according to the Conclusion Notice No. 81-TB/TW, the Department of Education and Training immediately began to survey the need for school construction in all schools in 8 border communes of the province, including: Loc Tan, Loc Thanh, Loc Thanh, Tan Tien, Hung Phuoc, Thien Hung, Bu Gia Map and Dak O. In the above communes, the school system has been invested in, but there are still many difficulties to ensure the improvement of teaching and learning quality. When the Politburo issued a policy to invest in schools for border communes, the Party Committee, government, school principals, parents and students were all very happy.

According to the Party Committee of Loc Tan commune, there are currently 4 public schools in the commune: Loc Thien Primary School, Loc Tan A Primary School, Loc Tan B Primary School and Loc Tan Secondary School. When the Politburo announced the conclusion on the policy of investing in building schools for border communes, the commune re-surveyed the actual needs in its locality. In addition, the commune also assigned schools to survey the learning needs of parents according to 2 basic options: building semi-boarding or boarding schools. Up to now, the survey of the needs of schools and parents has been basically completed and the commune will make recommendations to the Provincial People's Committee and the Department of Education and Training.

Mr. Dieu Khim, Standing Deputy Secretary of the Party Committee of Loc Tan commune, excitedly shared: The Politburo's Conclusion Notice No. 81 is a very humane and practical policy and is expected to create a boost for the school facilities in the communes along the country's border. Mr. Dieu Khim added: "Previously, I was a Choro ethnic student. Thanks to the province's Boarding School for Ethnic Minorities, I had the opportunity to study and grow up like today. Therefore, when the Politburo's Conclusion Notice No. 81 was released, I was very happy, because the dream of going to school of many students in the border area will not be interrupted."

Principal of Loc Tan Secondary School Pham Thi Tram shared: Previously, the school has been invested in building classrooms to ensure teaching and learning. However, there are still many difficulties, needing more investment to meet the teaching and learning needs, especially the boarding needs of students, because currently the whole commune only has 1 secondary school, students' travel is quite far. In addition, the school also wants to have more land to expand the playground, practice ground for students and build public housing for teachers.

Necessary but not wasteful

Deputy Secretary of the Party Committee, Chairman of the People's Committee of Loc Tan Commune, Nguyen Manh Dung, shared: Investing in the school system in the commune is very necessary. The commune also hopes that the policy of investing in building schools for border communes will help the commune make a strong breakthrough in the school system according to the modern model. However, according to Mr. Nguyen Manh Dung, through the survey, most parents have the need for their children to study at a semi-boarding school instead of a boarding school. This is also a reality because the distance from home to school is not too far, moreover, currently each parent only has 1-2 children so they do not want their children to study at a boarding school.

In Loc Thanh commune, there are currently 3 schools in the commune, all of which are primary and secondary schools. Of these, the new school has been invested in upgrading and will be put into use in the upcoming new school year. The school boards are very hopeful that in the near future, the school facilities will have breakthrough changes. According to the school boards, if the schools are spacious, have a boarding model, and have a policy to support food expenses, it will attract students to school, avoiding the situation of dropping out of school, especially for ethnic minority students.

Nguyen Thi Tuyet, principal of Loc Thanh Primary and Secondary School (Loc Thanh Commune), said: In addition to the main school, the school currently has an old and degraded satellite school located near the main school. The school really wants to have investment resources so that the satellite school can become a place for students to eat and sleep after morning classes at the main school. Ms. Nguyen Thi Tuyet added: "If there is a boarding school, the principal and teachers will have a harder time, but in return, the students will benefit a lot, and parents will feel more secure because they only need to take their children to school in the morning and pick them up in the afternoon, without having to worry about transporting and picking up students, eating and drinking anymore."

The Politburo issued the Conclusion Notice No. 81-TB/TW on the policy of investing in building schools for border communes, which is a very humane and meaningful policy. This conclusion notice further strengthens the determination of the province in general and the education sector in particular to invest in education in border areas. The Department of Education and Training has also conducted a survey and will propose the most suitable investment plan, the most effective use, not to invest in massive construction and waste because of the policy.

Mr. Ho Quang Khanh, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Loc Thanh Commune, said: Currently, transportation in the commune is quite convenient, and schools are located close to residential areas, so it is not necessary to build boarding schools. If boarding schools are built, it will be very expensive, while the demand is not high, so it can lead to waste. Mr. Ho Quang Khanh said: Currently, schools only need to invest in completing the semi-boarding model, with synchronous facilities, full teachers, ensuring good conditions for studying, playing, eating and sleeping at noon, which is very good.

Mr. Do Dang Bao Linh, Deputy Director of the Department of Education and Training, said: After completing the survey on the need for investment in building schools, assessing the current situation of previously invested schools, and the remaining difficulties, the Department of Education and Training will develop a master plan to submit to the Provincial People's Committee to develop a specific investment plan. Investment in building schools is very necessary, but must be calculated very fundamentally, the investment must be modern, and resources must not be wasted.
