Focus on preferential policies for teachers, vocational students and support for private vocational schools

At the 48th session on August 13, the National Assembly Standing Committee gave its opinion on the draft Law on Vocational Education (amended). Commenting at the session, the National Assembly Chairman said that many graduates still have difficulty finding jobs. Therefore, it is necessary to focus on preferential policies for both teachers and vocational students, and support the development of private vocational schools.

At the meeting, Minister of Education and Training Nguyen Kim Son According to the results of reviewing the reality and absorbing international experience, the Law on Vocational Education 2014 has some contents that are not consistent with the Law on Education and related laws; there are legal gaps; there are regulations that are not suitable for training in some specific fields; some regulations are too detailed, causing difficulties in organization and implementation; and are not suitable for practice.

The scope of regulation of the Law on Vocational Education (amended) stipulates the vocational education system, organization and operation of vocational education institutions, policies and state management of vocational education in Vietnam.

The Draft Law expands the facilities participating in vocational education activities (university education facilities of the people's armed forces, university education facilities providing training at the university level in health-related fields, teacher training, specialized fields and professions in the arts or other fields and professions as prescribed by the Government are allowed to participate in college and intermediate level training).

Supplementing regulations on recognition of learning outcomes and accumulated professional competencies; the role of enterprises in vocational education; vocational education institution standards, training program standards, quality assurance system; investment cooperation activities of Vietnamese vocational education institutions abroad.

Reviewing the draft Law, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said: Regarding the program, training level and diplomas and certificates, the addition of the vocational secondary school program aims to meet the needs of learners to complete general education combined with vocational training; contributing to the implementation of the policy of streaming and connection in education.

However, it is necessary to determine whether vocational secondary education is a program belonging to the vocational training system or the general education system or an integration of the two systems; clarify the basis for determining the equivalence between a vocational secondary education diploma and a high school graduation diploma.

Regarding vocational education facilities (Article 6), the draft Law expands the subjects participating in vocational education activities (universities, enterprises, cooperatives), however, it only focuses on regulating formal facilities and programs (primary, intermediate, college, vocational secondary school).

Accordingly, Mr. Nguyen Dac Vinh proposed to study and supplement regulations on forms and facilities for regular and non-formal vocational training. The addition of higher education institutions to train at college and intermediate levels should not only be based on the training fields, industries and occupations, but also take into account the training capacity of the educational institution to exploit the strengths of higher education institutions, especially local universities established on the basis of upgrading or merging from colleges, with advantages in vocational training, meeting the requirements of training local human resources for the locality.

Regarding lecturers, teachers, and vocational trainers, the regulation that lecturers and teachers are co-tenanted is a new title, the legal status of this regulated subject is not really clear, which may lead to difficulties in implementing regimes and policies on salary, social insurance, and other related benefits.

Speaking at the meeting, National Assembly Chairman Tran Thanh Man emphasized that general education needs to be associated with vocational training for students, this is an important step in the process of streaming and developing early skills for students after junior high school.

However, when this issue is clearly identified, agencies also need to think about solving the issue of equivalent diplomas so that when students finish their vocational training, the value of their vocational training documents will be what.

In order for vocational graduates to have jobs, the National Assembly Chairman requested the education sector and relevant agencies to promote public-private cooperation, cooperation between the Government, ministries, sectors and businesses and associations to diversify vocational education, train human resources with professional qualifications, foreign languages and high-quality skills to meet domestic requirements and compete with other countries.

According to the National Assembly Chairman, currently, many provinces/cities have universities, colleges, and vocational schools, but many graduates still have difficulty finding jobs. Therefore, "focus on preferential policies for both teachers and vocational students, support the development of private vocational schools; promote science and technology education, and digital transformation in vocational training".

In addition, the Ministry of Education and Training needs to strengthen the quality assessment of vocational training, the granting of diplomas, certificates, etc. In addition, it is necessary to promote communication work so that people can better understand the Law on Vocational Education (amended), have career orientation for their children and have agencies and units participate.
