Chairman of Tri Ton District People's Committee receives citizens to resolve land complaints

On April 29, Chairman of Tri Ton District People's Committee Nguyen Van Be Tam organized a dialogue with 4 households involved in resolving land complaints.

4 households, including: Ms. Nguyen Thi Kim Lien (An Thanh hamlet, Le Tri commune); Ms. Dang Thi Kieu, Tran Thi Ut (An Thanh hamlet, Luong Phi commune); Ms. Vo Thi Bay (Ca Na hamlet, Luong An Tra commune), filed a complaint about land dispute in the T6 canal area, Ca Na hamlet, Luong An Tra commune (the land area previously assigned to Green Farm Joint Stock Company).

According to the report of Tri Ton District People's Committee, in 1987, Mr. Dang Van Ngay's family (Mr. Dang Van Thang's father) explored Ca Na hamlet. In 1989, Mr. Ngay and 2 family members applied for land. In February 1990, Tri Ton District People's Committee decided to lend 350 hectares to grow high-yielding cajuput and eucalyptus trees, of which 160 hectares were handed over to the district's public land fund. Mr. Ngay's family agreed, but at that time the district had not used it, so they continued to grow cajuput and eucalyptus.

On March 20, 1996, the Tri Ton District Land Office signed a contract to lend Mr. Dang Thanh Liem 130/160ha of land in this area for production, for a term of 10 years. Mr. Liem contracted with farmers to reclaim and produce additional rice crops. In 2002, due to ineffective production, Mr. Liem submitted a request to return the land earlier than the deadline. On October 28, 2002, Tri Ton District terminated the contract with Mr. Liem, the remaining area was about 106ha (the area decreased due to digging the T6 canal).

Households come to complain about land

Considering that Mr. Liem had produced and improved the land, the People's Committee of Tri Ton district re-granted it to his family (including 3 households), with an area of ​​9 hectares. The remaining 97 hectares, the People's Committee of Tri Ton district assigned the District Department of Construction and Rural Development to manage and take over an area of ​​60.5 hectares, located in Luong An Tra commune; the remaining 37 hectares (in Vinh Phuoc commune), due to households that previously cooperated with Mr. Liem in production, have not returned it to the locality, and the people are still continuing to produce.

Due to ineffective production, on November 3, 2010, Tri Ton District People's Committee assigned Luong An Tra Commune People's Committee to manage the 60.5ha land. Then, on August 12, 2014, the District People's Committee leased the land to Green Farm Joint Stock Company to invest in a high-tech livestock farm. After 6 years, due to the project not ensuring progress according to regulations, the Department of Planning and Investment decided to terminate the operation of this investment project.

Since the land was transferred to the company, the 4 parties have not filed a complaint to the Tri Ton district authorities requesting the return of the land to the 36 households directly cultivating it (in Luong An Tra commune). However, in early 2025, these households submitted a petition to the Central Citizen Reception Committee and it was forwarded to the Provincial People's Committee. The Chairman of the Provincial People's Committee issued a conclusion and forwarded it to the Chairman of the Tri Ton district People's Committee for consideration and resolution.

At the citizen reception, the households requested the State to return the land and compensate for damages; calculated from the time the State took the land. At the same time, issue land use right certificates to the households according to regulations.

Chairman of Tri Ton District People's Committee Nguyen Van Be Tam acknowledged the opinions of Ms. Dang Thi Kieu, Nguyen Thi Kim Lien, Tran Thi Ut, Vo Thi Bay representing 30 households who have submitted petitions to Tri Ton District People's Committee. On that basis, it is recommended that the District People's Committee soon establish a working group to clarify the content, collect information and documents to consolidate the dossier, and resolve according to regulations. Urgently study the complaint dossiers of 30 households to submit to competent authorities for resolution in accordance with the provisions of law.

The Chairman of the District People's Committee also requested households to complete documents and evidence proving their land source to provide to the district working group.
