The change of administrative boundaries, the implementation of a two-level government and the amended Constitution directly affect the curriculum of four subjects: history and geography from grades 4 to 9; geography grade 12; history grade 10 and civic education ( economic and legal education, grade 10), so it is necessary to revise the curriculum of these subjects.
In order to widely collect opinions from the people and scientists, on the afternoon of August 12, the Ministry of Education and Training announced that it will organize the posting and widely collect opinions on the Ministry's electronic information portal about the Draft Circular amending and supplementing the General Education Program.

Specifically, according to the Ministry of Education and Training, the revision and supplementation of the general education program is carried out according to four directions, the first of which is to minimize the revision of textbooks when revising the program.
Second, edit scientifically inaccurate content.
Third, revise the contents affected by changes in administrative boundaries, implementation of two-level local government, and changes to the Constitution.
Fourth, for the program of any grade that needs to be revised, leading to the revision of the textbooks, all the limitations of the program in that grade will be revised.
Regarding the content to be revised, for the civic education program: amend and supplement the 10th grade program in the topics "Political system of the Socialist Republic of Vietnam" and "Constitution of the Socialist Republic of Vietnam".
For history subject: amend and supplement the optional study topic in grade 10 - the topic of Vietnamese State and law in history.
For the geography subject in history and geography: revise and supplement the curriculum in grades 4, 5, 8, 9 and geography in grade 12, the revision is mainly about socio-economic regions such as: regional boundaries; names and number of provinces and cities, area size, population of the region; economic development resources and the development and distribution of economic sectors in socio-economic regions; administrative maps; population maps, maps of sectors and economic regions in Vietnam.

For the history sub-subject in history and geography: revise and supplement the program in grade 7: the issue of historical divergence in feudal China; in grade 9: the division of stages in the renovation process in Vietnam from 1986 to present.
Also according to the Ministry of Education and Training, the issuance of the circular amending and supplementing the General Education Program aims to ensure the scientific and practical nature of the program and will use revised textbooks from the next school year.
The Ministry of Education and Training will provide training and guidance to teachers on the revised curriculum; and direct the review and revision of textbooks for a number of classes in the above subjects to make them suitable.
In the 2025-2026 school year, general education institutions nationwide will use the selected textbooks for teaching.
Previously, the Ministry of Education and Training informed about the review and adjustment of some contents in the 2018 General Education Program to ensure suitability with reality and new development context.
Accordingly, the 2024-2025 school year is the year in which the 2018 General Education Program will complete a cycle from grade 1 to grade 12 according to the roadmap. Implementing the guidelines of the National Assembly and the Government, the Ministry of Education and Training has organized steps to review and evaluate the implementation.
