The amount of money collected by the Liaison Committee will be self-accounted for, while the amount collected by the representative of the Party cell committee will be retained along with the Party cell's own fund to spend on many activities. In fact, the fund is collected by the Liaison Committee annually to serve the activities of Party members 213 and has no connection with the Party cell's fund. The Party cell's equating of the two fund sources as one and unclear spending has caused disagreement among the people and Party members of 213 in the residential group.

It can be seen that the above incident, although very small, has affected the trust of party members 213 in local party organizations. This is also a lesson for party cells at hamlet and residential group levels to look back to have more reasonable collection and expenditure regulations. In particular, it is necessary to publicize the collection and expenditure of funds managed by the party cell in a transparent manner. With funds that are not under the authority of the party cell, it is also necessary to avoid participating in the collection and expenditure so as not to lose the harmony and trust of party members and the people.
