To achieve the above ranking, Cam Pha City considers administrative reform (AR) as a key task, a driving force for promoting socio-economic development and attracting investment. The city has focused and been more determined in implementing PAR tasks, basically overcoming the shortcomings and limitations of previous years, bringing PAR work increasingly deeper, with better quality and efficiency. The City's PAR Steering Committee and authorities at all levels have been determined in directing and operating, enhancing the role and responsibility of leaders in leading and directing the implementation of PAR. In 2024, 50 documents were issued to lead and direct the promotion of synchronous and comprehensive PAR in the city.

In order to tighten discipline and administrative discipline, the city has conducted administrative reform inspections for 27 departments, offices, wards and communes. Thereby, it has recommended that agencies and units seriously overcome limitations and shortcomings and focus on post-inspection work. In improving the performance of public duties, the city has quarterly evaluated and classified civil servants and public employees holding leadership and management positions and commune-level cadres and public employees under its management authority. Thereby, it has actually evaluated the quality of activities of agencies and units in conjunction with the results of administrative reform implementation and the responsibility of the head in performing the tasks. At the same time, the city has issued a Code of Conduct and standards of public ethics for civil servants and employees under its management, contributing to raising awareness and responsibility of civil servants, public employees and employees in performing public duties to promptly detect and prevent the attitude of working in a passive manner, giving rise to corruption among civil servants and employees.

The rate of files resolved correctly and before the deadline reached 99.92% at the city level and 99.93% at the ward and commune levels; 100% of the feedback and recommendations were processed on time according to regulations.

Faced with the requirements and tasks set out in the new context, the city has promoted digital transformation, applied IT in state management activities, facilitated and improved the quality of online public service provision for people. Currently, 100% of departments, offices, units, wards and communes share data on the province's integrated platform; 100% of administrative procedures are provided in the form of full-process online public services and integrated into the National Public Service Portal; 100% of records are digitized right from the reception stage to returning results to people, 100% of results of handling eligible administrative procedures are digitally signed and returned to people in the digital environment through the e-Citizen account; 100% of people and businesses using online services are identified and authenticated seamlessly and unified across all systems of the province.

Identifying that each idea, solution, and initiative will make a very important contribution, bring social efficiency and contribute to improving the satisfaction of people and organizations, in 2024, the City Initiative Council reviewed and proposed recognition for 15 initiatives with scope of influence and effective application at the city level, including 5 ideas and initiatives in the field of administrative reform.
