On August 8, 2025, the Ministry of Industry and Trade issued Decision No. 2272/QD-BCT on the establishment of the Drafting Team of the Circular of the Ministry of Industry and Trade regulating the roadmap for applying the blending ratio of biofuels and traditional fuels in Vietnam (Drafting Team). On August 15, 2025, the Drafting Team held its first meeting to contribute comments to complete Draft 1 of the Circular.
Accordingly, from January 1, 2026, the whole country will switch to using E10 bio-fuel and base gasoline (such as RON 92, RON 95 or base gasoline types in accordance with Vietnam's regulations). From January 1, 2031, switch to using E15 or higher based on the results of the implementation phase of E10 gasoline, the socio -economic situation and the development of technology, equipment and gasoline-using engines at that time.
Commenting on this draft, Ms. Nguyen Thi Trang - Deputy Chief of Office of Vietnam Petroleum Association suggested that the Ministry of Industry and Trade soon issue a roadmap regulating the blending ratio of biofuels so that provinces, cities, and petroleum businesses have a legal basis to promptly prepare facilities and develop appropriate business plans.
“The most optimal solution to successfully implement this roadmap is to completely replace mineral gasoline with E10 biofuel. We also recommend that the Ministry of Industry and Trade consult with the Ministry of Science and Technology to review, amend and adjust a number of technical regulations related to biofuels, regulations on registration of blending facilities, and management of gasoline quality to suit actual conditions and create favorable conditions for businesses when implementing business according to the new roadmap" - Ms. Nguyen Thi Trang emphasized.
According to Mr. Nguyen Quang Dung - Deputy General Director of Vietnam National Petroleum Group, in order for the roadmap to apply the biofuel blending ratio to be effectively implemented, the role of communication is very important.
"Associations such as the Vietnam Automobile Manufacturers Association and the Vietnam Motorcycle Manufacturers Association need to promote propaganda in both written and in seminars and conferences about the benefits of biofuel for vehicles and the environment. Manufacturers of vehicles using biofuel also need to affirm that biofuel is actually good for engines. As for businesses, they need to ensure that they supply the market with standard materials, ensure quality and comply with management requirements," said Mr. Dung.
Speaking with Lao Dong, Mr. Bui Ngoc Bao - Chairman of the Vietnam Petroleum Association assessed that the conversion to using bio-fuel, especially E10 gasoline, is a common trend in the world in the context of fossil fuels causing negative impacts on the environment.
"The Ministry of Industry and Trade and the Government's continued implementation of the roadmap for using biofuel is the right step," Mr. Bui Ngoc Bao emphasized.
