Minister answers voters about not turning students into 'tools' to earn extra income for teachers

Minister Nguyen Kim Son answered questions about solutions to reduce rampant extra teaching and learning and to improve the quality of regular school hours.

Minister of Education and Training Nguyen Kim Son has responded to petitions from voters in several localities sent before the 9th session of the National Assembly.

Do not turn students into 'tools' to earn extra income for teachers

Accordingly, voters of Hung Yen province stated: after Circular 29/2024 regulating extra teaching and learning was implemented, it brought about many important changes in education management, contributing to reorienting the way of organizing teaching and learning in a healthier direction.

However, the implementation of regulations on extra teaching and learning currently has many shortcomings, causing difficulties for parents and students.

Therefore, voters recommend that the Ministry of Education and Training study regulations suitable to the practical situation to effectively manage extra teaching and learning; so that education can be returned to its true essence, without "turning" students into "learning machines", "parrot learners" or "tools" for teachers to earn extra income.

Along with that, the Ministry needs to consider and research to reduce the curriculum, increase extracurricular activities, experiences, and life skills learning to train future generations with physical health, mental health, and social health.

Responding to this content, Minister Nguyen Kim Son said that recently the Ministry has implemented many solutions to manage extra teaching and learning activities.

In addition, it is necessary to improve the quality of regular school hours, increase accountability for the quality of education of the school; provide time and space for students to experience, practice, and train through educational activities according to their individual needs for comprehensive development.

The Ministry has advised the Prime Minister to issue Official Dispatch 10 on strengthening the direction of secondary school and high school enrollment and management of extra teaching and learning activities; issuing documents under its authority to the People's Committees of provinces and cities to strengthen coordination in implementing Circular 29/2024.

Accordingly, it is recommended that localities allocate budget resources, increase mobilization of social resources to build enough schools and classrooms and ensure quality so that all students of universal education age can go to school, reduce pressure on enrollment to reduce extra teaching and learning.

At the same time, direct localities to actively improve the quality of formal teaching and learning, diversify teaching methods and forms, increase the application of information technology, continue to innovate testing methods and forms, and not put pressure on students to study extra.

Continue to advise on including tutoring and extra learning services in the list of conditional business lines.

In his response, Minister Nguyen Kim Son also stated that the Ministry had advised the Prime Minister to issue Directive 17/2025 on organizing 2 sessions/day of teaching and organizing summer activities for children and students in accordance with the direction of General Secretary To Lam in Conclusion Notice 177.

Specifically, primary and secondary schools organize teaching 2 sessions/day depending on local conditions regarding facilities, finance and teachers.

From there, reduce the widespread practice of extra teaching and learning and increase the organization of educational activities to develop students' qualities and abilities; in line with the Party's policy of "free tuition for students" and "organizing 2 sessions/day of teaching", meeting the learning needs and developing the talents of each student.

Responding to Hanoi voters about the content related to the management of extra teaching and learning, Minister Nguyen Kim Son stated that he will continue to coordinate with ministries, branches and localities to synchronously implement solutions to effectively and practically implement Circular 29.

At the same time, the Ministry will continue to advise the Government to include tutoring and learning services in the list of conditional business lines to make the management of these services more transparent and clear.
