On October 18, the Ministry of Transport sent a document to the People's Committee of Quang Tri province, the Vietnam Maritime Administration, investor T&T and three investors from Korea, HEC, KOGAS, and KOSPO, approving the addition of the LNG specialized port planning to the detailed planning of the Central Central region seaport group (group 3) for the period up to 2020, with a vision to 2030.
Specifically, regarding the specialized planning of industry and trade, the Hai Lang LNG power center project was approved by the Prime Minister to be added to the Power Plan VII, with an operational schedule of 2026 - 2027.
The project is included in the list of important power source projects, prioritized for investment in the period 2021 - 2030 and is on the list of important national programs and projects, key to the energy sector.
Therefore, the proposal to add a specialized LNG wharf, a specialized channel for ships up to 90,000 tons and a breakwater at My Thuy wharf area is consistent with the approved seaport planning and in line with the specialized planning of industry and trade.
In order to have a basis for implementing investment procedures for specialized seaport infrastructure serving Hai Lang LNG Thermal Power Plant - Phase 1, the Ministry of Transport approved the policy of adding a specialized LNG port, a specialized channel for ships up to 90,000 tons and a breakwater (in My Thuy wharf area, Quang Tri seaport) to the detailed planning of the Central Central region seaport group (group 3) for the period up to 2020, with a vision to 2030.
The Ministry requested Quang Tri to guide and supervise the consortium of investors responsible for implementing the next steps to ensure compliance with legal regulations.
The investor consortium is also required to carry out the next steps according to regulations; build facilities and port infrastructure to ensure full compliance with the conditions for exploiting LNG cargo;
Properly exploit the port's functions; develop plans for transporting, storing LNG, and exploiting the port to ensure labor safety, port construction safety, fire and explosion prevention, and environmental pollution prevention; take responsibility for the effectiveness of investment in exploiting specialized ports, specialized channels, and breakwaters, etc.
Previously, on January 15, 2022, T&T Group and a consortium of Korean investors started construction of the Hai Lang LNG power center project - phase 1, with a capacity of 1,500 MW, with a total investment of 2.3 billion USD. This is currently the largest power project in Quang Tri province.
Hai Lang LNG Power Center - Phase 1 is implemented at the energy complex in the Southeast Quang Tri Economic Zone, in Hai An and Hai Ba communes, Hai Lang district.
