Minister of Home Affairs Pham Thi Thanh Tra emphasized the above at the National Online Conference on professional training for cadres, civil servants and public employees at the commune level in the field of state management of the Home Affairs sector.
The conference was held in one day (August 9). The main bridge was located at the headquarters of the Ministry of Home Affairs ( Hanoi ) and online to local bridges established in 34 provinces and cities and 3,321 communes, wards and special zones across the country.
Speaking at the opening of the Conference, Minister of Home Affairs Pham Thi Thanh Tra assessed that in recent times, the team of communal-level cadres and civil servants have done a lot of work and made outstanding efforts.
Within 1 month after completing the merger of provinces and cities, the Politburo , General Secretary, Government, and Prime Minister acknowledged the initial results of the stable operation of the 2-level local government, basically smooth, uninterrupted, without major problems arising, basically achieving the set goals.
“The initial results are important and fundamental, but the most basic and core thing is to ensure the operation of a two-level local government with the goal of streamlining, efficiency, effectiveness, efficiency, closeness to the people, and better serving the people. The greater goal is to create, develop and serve the people,” the Minister emphasized.
Therefore, in the coming time, the first key task, the Minister emphasized, is still to operate the apparatus smoothly, continuously, and rhythmically, ensuring efficiency, effectiveness, and more positive changes every day.
The Minister requested officials at all levels to grasp the actual developments in the operation of local governments at two levels, and work together to remove difficulties and obstacles so that the entire administrative system from the central to communal levels can operate smoothly.
For commune-level leaders, the Minister said this is a big test. The commune-level leadership team must work fundamentally, scientifically, systematically, and closely from a specific work plan, ensuring the 6 clear principles of "clear people, clear work, clear products, clear time, clear responsibilities, clear authority" and 2 no's "no pushing, no shirking responsibility".
“Commune-level leaders must cover their functions, tasks, and powers and focus on innovating methods to solve problems for the people. People's satisfaction should be used as a measure to evaluate the effectiveness of government operations,” said the Minister.
Encourage staff who do not meet the requirements to voluntarily resign.
The Minister of Home Affairs also noted the focus on perfecting the personnel apparatus and the team of communal-level civil servants to meet operational requirements and improve operational efficiency in the new context.
According to the Minister, the entire system must now review, evaluate, and classify cadres and civil servants, and encourage cadres, civil servants, and public employees who truly do not meet the requirements of their duties, have limited capacity, or health to voluntarily resign to make room for the younger generation, qualified people, and new contract recruits.
In the coming time, the Ministry of Home Affairs will have specific instructions to regulate civil servants from places with surplus to places with shortage. If after regulation there is still a shortage, units and localities will be allowed to recruit more people according to Decree 170 and Decree 173.
Regarding the implementation of the regime and policies according to Decree 178 and Decree 67, the Minister thoroughly grasped and tried to complete the settlement before August 31. At this time, it is necessary to actively review and encourage the dismissal of cases that do not meet the requirements, in order to focus on improving the quality of the communal-level civil servant team.
“This is a very important task, but we are not worried. There is still time for us to train, foster, and coach our staff to meet the tasks in the new situation,” the Minister emphasized.
Minister Pham Thi Thanh Tra said that the Ministry of Home Affairs will advise competent authorities to adjust personnel to suit population size, natural area, decentralization, delegation of authority, division of authority and other necessary criteria.
Regarding the establishment of the payroll framework, the Minister of Information will assign the total payroll to localities based on population size, natural area, authority, level of decentralization, delegation of authority as well as considering functions, tasks, economic scale and specific factors.
"From there, the Ministry of Home Affairs will calculate to assign the overall staffing to localities. In reality, some communes and wards may need hundreds of officials and civil servants, but there are also localities where only about 30 officials and civil servants are enough, such as communes that remain unchanged or small special zones," the Minister stated the direction for staffing arrangement.
In addition, the Minister of Home Affairs also requested to take care of the public administration center - the face of the commune-level government. Currently, the localities have initially performed quite well, but need to continue to improve the infrastructure system, study more professional skills as well as upgrade software to meet current tasks.
At the conference, delegates were trained on the basic and core contents of the Law on Organization of Local Government in 2025; the duties and powers of the Chairman, Vice Chairman, and Head of the People's Council at the commune level; the duties, powers, and skills in managing and resolving tasks under the authority of the Chairman, Vice Chairman of the People's Committee at the commune level, Head of specialized departments under the People's Committee at the commune level, and commune-level civil servants. The contents on decentralization, delegation of authority, and determination of authority in the field of Home Affairs; instructions on the order and procedures for resolving administrative procedures at the commune level in the field of Home Affairs.
Delegates also listened to the topic on the organization, functions and tasks of specialized agencies under the People's Committee at the commune level; the organization of public service units under the People's Committee at the commune level; orientation to determine job positions of civil servants at the commune level. At the same time, the Ministry of Home Affairs also responded to recommendations compiled from localities.
