On March 28, at the Conference on deploying primary school enrollment, organizing high school graduation exams and evaluating the implementation of Circular 29 on extra teaching and learning organized by the Ministry of Education and Training, Deputy Minister of Education and Training Pham Ngoc Thuong said that there are 3 major characteristics in primary school enrollment and high school graduation exams in 2025.
Firstly, 2025 is the first year that both primary school admissions and high school graduation exams will be carried out according to the 2018 General Education Program.
Second, this is also the first year that the education sector implements Circular 29 on the management of extra teaching and learning activities.
"Schools have long been offering extra classes and tutoring as regular activities. There are periods when schools stop these activities, so they will be affected to some extent," the Deputy Minister commented.
Along with that, the context of streamlining the apparatus, rearranging administrative units and government organizations also creates some impacts on the education sector, affecting some schools and teachers. "Therefore, the education sector needs to have tasks and solutions to respond to the new context," said Deputy Minister Pham Ngoc Thuong.

Deputy Minister Pham Ngoc Thuong requested the Departments of Education and Training and teachers to thoroughly grasp four contents in the 2025 exam season.
Firstly , absolutely do not let it affect the quality of teaching and learning, as well as examinations and admissions; teaching and management must be regular, continuous and uninterrupted.
Second , absolutely do not relax the training and tutoring work for the three groups of students specified in Circular 29. Students whose final semester subject results are not satisfactory; Students selected by the school to train excellent students; Final year students voluntarily register for entrance exam review and graduation exam review according to the school's educational plan...
Third , it is recommended that the Departments of Education and Training organize mock graduation exams, but with real assessments and accurate grading of results to know the students' abilities and the exam organization process, and to learn from them. In the remaining time, there should be the best preparation, ensuring that the exam is organized smoothly, so that students can take the exam according to their abilities. Real grading, real assessment and requirements for students in this exam will reflect their abilities, so everyone needs to do their best to have real assessments and use real results to serve management and teaching.
Fourth , the entrance exam and high school graduation exam need to have appropriate questions according to what has been announced, according to the program's output standards, suitable for students' abilities and the exam's objectives in accordance with the direction of Resolution 29 and Conclusion 91 of the Prime Minister, which is to reduce pressure and costs while still ensuring quality, within the students' ability, with the goal that students do not have to take extra classes and teachers do not have to teach extra classes.
"Request that Departments strictly implement the above contents. Any Department that requires professional and technical support for the graduation mock exam, the Department of Quality Management will be the focal point to direct, support, and take care of the entrance exam work, especially the high school graduation exam of this school year," the Deputy Minister emphasized.
