The Politburo and the Secretariat request research, promulgation or proposal to competent authorities to promulgate regulations on regimes and policies, ensuring correlation between cadres and civil servants affected by the organizational arrangement.

On behalf of the Politburo and the Secretariat, Standing Secretary of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 183 on actively implementing the operation of the two-level local government model, strongly shifting the grassroots level to proactively grasp and manage socio-economic, national defense and security.

Accordingly, at the meeting on August 1, the Politburo and the Secretariat requested Party committees, Party organizations, agencies and units to seriously and promptly implement, focus on effectively and promptly overcoming the shortcomings and limitations stated in the supervision report of the Central Inspection Commission .

Agencies, units and localities must be extremely proactive and creative in organizing and implementing assigned functions and tasks, without waiting or relying on superiors.

The Politburo and the Secretariat assigned the Government Party Committee to continue to lead and direct the consolidation of the organizational apparatus, build human resources; arrange and train appropriate staff, civil servants and public employees; promote decentralization and delegation of power...

Agencies review and evaluate the results of 2 months of implementing decentralization and delegation of power to local authorities, especially tasks decentralized to commune level, promptly adjust and supplement accordingly and ensure conditions for effective implementation.

The Ministry of Home Affairs coordinates with relevant ministries and branches to urgently continue to organize training and professional development for commune-level civil servants and public employees; develop a toolkit to evaluate work efficiency, as a measure of the quality of civil servants and public employees (to be completed before August 31).

The Ministry of Home Affairs is also required to research, promulgate or propose competent authorities to promulgate regulations on regimes and policies, ensuring correlation between cadres and civil servants affected by the organizational arrangement.

Including: cadres, civil servants, public employees and workers who have worked for 15 years or more in arduous, toxic or dangerous jobs or have worked for 15 years or more in areas with particularly difficult socio-economic conditions and have reached retirement age; commune-level cadres or higher who are enjoying pensions, disability benefits, and sick soldiers benefits; workers working at Associations assigned by the Party and State at provincial and district levels; full-time trade union officials working under labor contracts (receiving salaries and allowances from trade union funds).

Proposing standards for staff titles and criteria for staff evaluation

The Politburo and the Secretariat assigned ministries, departments, branches and localities to direct the handling and settlement of policies for cadres and civil servants affected by the organizational restructuring before August 31 and ending after this date.

Provincial and municipal Party Committees are required to urgently strengthen capacity at the commune level (ensuring both quantity and quality), and complete personnel work for vacant positions.

Localities proactively review to arrange and transfer staff between communes and wards appropriately, ensuring the right people, right jobs, right expertise and profession.

Provincial and municipal Party Committees shall preside over and coordinate with central departments, ministries and branches to implement training and capacity building for cadres and civil servants at all levels, especially in areas such as socio-economic development in the new situation, modern administrative management skills, application of information technology, administrative communication, etc.

The People's Committees of provinces and cities must urgently complete the promulgation of regulations on the functions, tasks, and organizational structures of specialized agencies at the provincial and communal levels according to the new model, ensuring clear people and tasks, and no overlap or omission of functions and tasks.

The Politburo and the Secretariat assign the Party Committees, Provincial Party Committees, City Party Committees directly under the Central Committee, the Party agencies and committees at the Central Committee and relevant agencies to be responsible for proposing, developing and specifying standards for cadre titles, criteria for cadre evaluation, especially criteria for evaluating cadres under the management of the Politburo and the Secretariat, to report to the Politburo for consideration and promulgation. The criteria must be highly quantitative, close to reality, and comprehensively reflect political qualities, ethics, lifestyle, management and executive capacity, and results of task performance associated with progress, efficiency, and quality of specific work products in accordance with the characteristics of the industry, field, functions, and tasks according to decentralization.

The Central Organizing Committee needs to urgently complete the revision and supplementation of regulations on personnel work and submit them to the Politburo and the Secretariat for consideration and promulgation on schedule so that agencies and organizations in the political system can implement them synchronously and uniformly.

The Politburo and the Secretariat also assigned the Party Committee of the Vietnam Fatherland Front and central mass organizations to lead, direct the research and promulgate, within their authority, guiding documents on the mechanism for direction and coordination between the Vietnam Fatherland Front and socio-political organizations at the provincial and communal levels; guiding the working regulations of the Vietnam Fatherland Front Committees at the provincial and communal levels according to the new organizational model; guiding the management of finances and funds of socio-political organizations at the provincial level, especially finances and assets of the trade union system.

The Central Inspection Committee directed Inspection Committees at all levels to continue to strengthen inspection and supervision of the situation and results of task implementation and contents according to resolutions, conclusions and directions of the Central Committee, Politburo and Secretariat on reorganizing the apparatus and operating the 2-level local government model to ensure efficiency and smoothness.

The Politburo and Secretariat will meet once a month to discuss and evaluate the situation and results of the implementation of directives and conclusions.
