At the conference to disseminate and implement Resolution No. 39 of the Politburo on the morning of September 16, comrade Nguyen Van Hung - Member of the Party Central Committee, Minister of Culture, Sports and Tourism presented a paper on solutions to arouse and promote the spirit, self-reliance, self-reliance, development aspirations, revolutionary traditions and culture of Nghe An so that culture becomes a driving force and endogenous resource for the development of Nghe An province until 2030, with a vision to 2045 in the spirit of Resolution No. 39 of the Politburo.
Minister of Culture, Sports and Tourism Nguyen Van Hung emphasized that one of the viewpoints in Resolution 39 of the Politburo states: "Taking people as the center, the fine traditional culture of the Vietnamese people and Nghe An is the spiritual foundation, the endogenous resource for development...".

Nghe An is a land with a long history, a place where many cultural currents converge, interact, and assimilate, creating a unique, typical, and colorful Nghe An cultural region with the coexistence of many communities and ethnic groups, always being nurtured. Many scholars have concluded about the qualities of Nghe An people: "Idealism in the soul, loyalty in nature, austerity in life, and toughness in communication".
That is the spirit of solidarity, the will to be self-reliant, self-reliant, proactive and creative, never relying on others and always striving to develop the strength of the people of Nghe An. That character, courage and aspiration to rise up in the tradition of studiousness, creating famous scholars. Importantly, in the turning points of history, with the cultural factor and the strength of culture, the land and people of Nghe An have fulfilled their missions.
Nghe An possesses a system of historical relics and typical, rich and diverse cultural heritages, reflecting a land with a long history and cultural depth. Regarding the heritage system, Nghe An has about 550 intangible cultural heritages of all types. Among them, the most prominent is the folk songs of Nghe Tinh, which were recognized by UNESCO as a representative intangible cultural heritage of humanity.

Regarding the relic system, Nghe An has more than 2,600 historical relics and scenic spots in the whole province, of which 2,602 relics and scenic spots have been inventoried, of which as of December 2022, 467 relics and scenic spots have been ranked, including 6 special national relics, 143 national relics and 330 provincial relics.
Along with the development process, those historical and cultural values are increasingly cultivated, preserved and promoted, contributing to the formation of a unique Nghe An cultural region, becoming an internal resource and aspiration to develop the country with a tradition of self-reliance and self-improvement.
To promote the bravery, self-reliance, and development aspirations of the land and people of Nghe An, Minister of Culture, Sports and Tourism Nguyen Van Hung said that there should be more specific projects for the cultural sector and for human development strategies.
After the conference, Nghe An Provincial Party Committee needs to study and direct relevant agencies to develop a scientific project to identify and promote the qualities, bravery, will and unique values of Nghe An people. Good qualities need to be affirmed, this also demonstrates the ideology that people are the root, people are the subject to build culture, in which people are the creative subject.

To better preserve and promote the values of relics and heritage, according to Minister Nguyen Van Hung, more attention should be paid to the issue of artisans. There should be more appropriate policies because artisans are the ones who carry the soul, keep the fire, and cultivate culture. On the other hand, there should be more appropriate investment, with a focus on key points for the cultural sector. In the immediate future, in order for Nghe An to become a center of relics and culture in the region, there needs to be a cultural institution for the region.
In the matter of preserving and promoting the values of relics and heritages, it is necessary to turn these relics and heritages into valuable assets, into attractive tourist destinations, associated with cultural tourism, considering this as a cultural industry. Building a cultural environment in offices, enterprises, in each rural area of Nghe An to form the character and people with humane and humane values; thus, we will better perform the task of cultural revival, turning culture into soft power to contribute to the successful implementation of Resolution No. 39 of the Politburo.
