The Standing Committee of the National Assembly's Finance and Budget Committee reviewed the draft Resolution of the National Assembly on Nghe An province.

From May 8-9, the Standing Committee of the National Assembly's Finance and Budget Committee held a meeting to review the contents submitted to the National Assembly Standing Committee for comments before submitting them to the National Assembly at the 7th Session at the end of May 2024.

Comrade Le Quang Manh - Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee chaired the meeting. Attending the meeting were Vice Chairmen, Standing Members of the National Assembly's Finance and Budget Committee; Representatives of the National Assembly Committees and relevant ministries and branches.

On the side of Nghe An province, there were comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of relevant departments and branches.

At the meeting, the Standing Committee of the National Assembly's Finance and Budget Committee listened to and commented on the Government's Submission on the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.

Summarizing the Government's Submission on the draft Resolution of the National Assembly, Deputy Minister of Planning and Investment Tran Duy Dong said that the construction and supplementation of a number of specific mechanisms and policies to institutionalize Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, aims to promote all potentials and advantages to develop Nghe An province quickly and sustainably, striving to achieve the goals set by the Politburo.

The Resolution is built on four guiding viewpoints: Firstly, the specific mechanisms and policies for the development of Nghe An province must comply with the provisions of the 2013 Constitution; closely follow the goals and orientations for the development of Nghe An province according to Resolution No. 39 of the Politburo on the construction and development of Nghe An province to 2030, with a vision to 2045.

Second, proposing mechanisms and policies based on a complete theoretical, practical, scientific and legal basis and the actual situation of the province to attract and effectively use resources from all economic sectors for development, especially the development of the socio-economic infrastructure system and regions, sectors and economic fields that are still facing many difficulties, have potential and advantages, truly creating a breakthrough for the province's development.

Third, the mechanisms and policies under the decision-making authority of the National Assembly are different from the provisions of current laws or have not been specifically stipulated in current laws; ensure similarity with provinces and cities nationwide that have had separate Resolutions of the Politburo and the National Assembly.

Fourth, strengthen decentralization, increase autonomy, and increase responsibility of Nghe An provincial government, while ensuring the inspection and supervision tasks of the National Assembly, Government, and People's Councils at all levels of Nghe An province.

The National Assembly's draft Resolution stipulates 4 groups of fields with a total of 16 policies, including: State financial and budget management (5 policies); Investment management (7 policies); Urban and forest resource management (2 policies); Organization and staffing (2 policies).

Deputy Minister of Planning and Investment Tran Duy Dong said that these are policies suitable to the practical conditions of Nghe An, aiming to attract and effectively use resources from all economic sectors for development, especially developing the socio-economic infrastructure system and economic regions, sectors and fields that are still facing many difficulties, contributing to maximizing the potential and strengths, developing Nghe An province comprehensively, with focus and key points.

At the meeting, the Vice Chairmen and Standing Members of the National Assembly's Finance and Budget Committee all agreed with the necessity of issuing a Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; at the same time, they contributed specific opinions on the groups of fields and policies proposed by the Government.

Speaking at the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung explained and clarified the policy contents; at the same time, seriously accepted the opinions of the Standing Committee of the National Assembly's Finance and Budget Committee. Nghe An Province will continue to coordinate with the Government to complete the draft Resolution to submit to the National Assembly Standing Committee for comments, before submitting to the National Assembly for consideration and approval at the 7th Session.

Concluding the meeting, Comrade Le Quang Manh - Member of the Standing Committee, Chairman of the Finance and Budget Committee of the National Assembly requested the agency in charge of drafting the draft Resolution to study and absorb the opinions of the members attending the meeting; review and complete the policies to submit to the Standing Committee of the National Assembly for comments, before submitting to the National Assembly for consideration at the 7th Session scheduled for the end of May 2024, to ensure the Resolution is feasible and effective during the implementation process.
