On the afternoon of August 13, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep signed an official dispatch to the People's Committees of coastal provinces and cities from Quang Ninh to An Giang, requesting them to proactively respond to strong winds and big waves at sea.
The dispatch of the Ministry of Agriculture and Environment was sent after the National Center for Hydro-Meteorological Forecasting reported on August 13 that the northeastern sea area of the North East Sea has winds of level 7-9, gusts of level 11-12, very rough seas, and waves 2-5m high.

At the same time, the sea area from Lam Dong to Ho Chi Minh City and the sea area west of the South China Sea, including the sea area west of Truong Sa special zone, has strong southwest winds of level 5, sometimes level 6, gusting to level 7-8, rough seas, waves 1.5-3m high.
The meteorological agency warned that on August 14, the northeastern sea area of the North East Sea will still have strong winds of level 7-8, gusts of level 9-10, waves 2-4m high, and rough seas.
To proactively respond, the Ministry of Agriculture and Environment recommends that provinces and cities immediately notify captains and owners of vehicles and boats operating at sea to proactively prevent and have appropriate production plans, ensuring safety of people and property.
Localities need to continuously monitor weather warning information and maintain communication to promptly handle possible bad situations. The Ministry also requires localities to prepare forces and means to deploy rescue work when bad situations or incidents occur.
