The delegation inspected the Pac Khuoi Hydropower Project in Le Chung Commune, Hoa An District, invested by Su Pan 1 Hydropower Joint Stock Company. The investment scale is 7MW. The land area used is 68 hectares; the total investment is 222.1 billion VND. The project has been under construction since 2017, but it was not until February 15, 2023 that the site clearance was completed to implement phase 1 and construction. To date, the area of ​​land that has not been cleared and has not been allocated for project implementation is 47.23 hectares. The company is coordinating with Hoa An District to measure and count the area of ​​land, trees, and crops in the reservoir area, and is synthesizing and formulating a compensation plan according to regulations.

Next, the delegation inspected and surveyed the Hong Nam Hydropower Project under Cao Bang Energy Joint Stock Company. The project has a land area of ​​138.4 hectares; the total estimated investment capital is about 849.9 billion VND. The project started construction in the fourth quarter of 2019, and is currently constructing and installing the main construction items. The project's construction volume has reached about 96% of the project. It is expected that the project will be completed, accepted and put into operation in the second quarter of 2025.

The unit requests that all levels and sectors speed up the progress of making, appraising and approving compensation plans for assets of households, individuals and organizations; pay attention to speeding up the appraisal and approval process of the remaining procedures of the project so that the project can soon be put into operation.

At the units, the Provincial Party Secretary, Head of the Provincial National Assembly Delegation requested investors, agencies, units, leaders of Cao Bang city and Hoa An district to continue to coordinate closely, resolve difficulties and obstacles in the process of implementing the projects; enterprises proactively work with local authorities to have plans to support compensation and site clearance for people to soon hand over the construction site; pay attention to implementing procedures in accordance with regulations, ensuring environmental sanitation, labor safety and hygiene, and construction quality; mobilize human resources and materials, regularly urge to speed up the construction progress to ensure the completion time according to the set plan, put into operation soon, contribute to providing clean energy sources, coordinating the flow, contributing to the province's budget revenue.

The project to build a fruit yeast factory and Quan Tam yeast factory in Chu Trinh commune, Cao Bang city has an annual investment scale of producing about 500 tons of probiotic yeast and about 500 tons of fruit yeast. The land use area is about 47,915m2. The total investment capital is over 46.6 billion VND. The project started construction in October 2022, and has basically completed the construction items of phase 1.

At the meeting, the Provincial Party Secretary, Head of the Provincial National Assembly Delegation, acknowledged the efforts of the enterprise in proactively investing, expanding production, and developing business. Listening to the difficulties, obstacles, and suggestions, the Provincial Party Secretary requested the enterprise to proactively complete the related procedures, send them to the Department of Agriculture and Environment for guidance on the procedures for applying for an environmental license for the project; continue to coordinate with the functional forces to study and carry out the procedures for granting fire prevention and fighting records to have a feasible plan for the enterprise. Request the Department of Agriculture and Environment, the City People's Committee, and the Commune People's Committee to guide and support the enterprise in resolving difficulties in site clearance and checking and re-measuring the total area of ​​the actual project to serve as a basis for signing a land lease contract according to regulations. Departments and branches continue to create favorable conditions for projects to come into operation soon, creating revenue for businesses, creating jobs for local workers and contributing to the local budget, ensuring construction progress to welcome the 20th Provincial Party Congress, term 2025 - 2030.
