Mr. Ha Van Cuong (born in 1985), was born and raised in a farming family, facing many difficulties in life. After graduating from high school, Mr. Cuong stayed at home to help his parents earn income and actively participated in the village's movements, especially the youth union movement. In 2008, he was elected as the secretary of the Lang village youth union. Imbued with Uncle Ho's teaching: "Where there is a need, there is youth, where there is difficulty, there is youth", he gathered the youth in the village to organize many volunteer activities to help families with meritorious services, people with revolutionary contributions, and poor households in the village. Thanks to that, Mr. Ha Van Cuong received the love and trust of cadres, party members and people in the village. In 2012, he was elected as the secretary of the Lang village party cell.

As the Party cell secretary, Mr. Cuong always focuses on improving the quality of Party cell activities, requiring Party members to uphold their sense of responsibility for assigned tasks. Every year, he and the Party cell committee develop resolutions on economic development and new rural construction in accordance with the reality of the village. At the same time, he directs the village's mass organizations to step up propaganda and mobilize people to actively change the structure of crops and livestock; renovate mixed gardens to grow fruit trees and vegetables to serve the daily needs of the family. In addition, Mr. Cuong regularly coordinates with the Trung Ha Commune Police force to propagate and raise people's awareness to guard against all plots and tricks of criminals, responding to the movement "All people participate in protecting national security". Regularly stay close to the grassroots to grasp the thoughts and aspirations of the people in order to have a reasonable and sympathetic solution to problems arising in the village. Therefore, the security and order situation in the village is always maintained, and people actively participate in crime prevention and control.

Implementing the model new rural construction program, Lang village encountered many difficulties, because of the low starting point, the infrastructure investment was not synchronous, a part of the cadres and people still had the mentality of waiting and relying on the support of the State... Therefore, in the Party cell meetings, Mr. Cuong and the Party Committee identified the criteria that the village was facing difficulties in order to find solutions. Thanks to good propaganda and mobilization work, the people of Lang village voluntarily contributed labor and money to build new rural areas, renovated houses, actively participated in sanitation and environmental protection... From 2021 and the first 3 months of 2025, the people of Lang village contributed 400 million VND, about 1,600 working days, donated more than 2,000m2 of land... to build roads. Currently, the appearance of the village has changed a lot, the infrastructure has been invested in and built spaciously; People's material and spiritual life has been improved, average income reached 36.5 million VND/person/year; nearly 80% of families achieved the title of "Cultural Family"...

Mr. Ha Van Cuong, Party cell secretary and head of Lang village, said: “In order for people to actively participate in the work of the village and commune, the leader himself, directly the Party cell secretary, must arouse the self-awareness, exemplary spirit, and sense of responsibility of Party members and people in all activities and movements. At the same time, we must actively promote the spirit of exemplary behavior, practice what we preach, and always put the interests of the collective first.”

Along with actively participating in collective work, Mr. Ha Van Cuong also boldly invested capital in raising livestock, planting fruit trees, improving bamboo forest areas, creating jobs, and increasing family income. Thanks to the spirit of not being afraid of difficulties and hardships, flexibly applying scientific and technical advances in production, Mr. Cuong's family's crops and livestock grew well and initially brought high economic efficiency. Currently, the comprehensive economic model brings his family an income of more than 200 million VND/year.

Mr. Pham Anh Tuan, Party Secretary of Trung Ha Commune, said: “Comrade Ha Van Cuong has been the Party Secretary of Lang village for 13 years, of which 7 years he held the position of Party Secretary and village chief. In his work, Comrade Cuong always upholds the spirit of responsibility, sets an example in all movements and activities, and devotes himself to the people. Currently, Lang village has many changes, the material and spiritual life of the people has been improved. This result has a great contribution of Comrade Ha Van Cuong”.
