On September 29, speaking with Dan Tri reporter, a doctor from the Department of Neonatology at Nghe An Obstetrics and Pediatrics Hospital said that the baby whose mother abandoned a styrofoam box and floated down the river, causing a stir in public opinion in recent days, had hydrocephalus.
According to the doctor, before that, when the mother was 34 weeks pregnant, she went to the hospital to give birth and wanted someone else to raise the baby.
Four days after the baby was born, the hospital doctor explained the baby's condition to the mother for treatment. However, the mother later took the baby home.

According to the doctor of the Department of Neonatology at Nghe An Obstetrics and Pediatrics Hospital, after being brought back to the hospital, the mother was not present and only the grandmother took care of the child. The social work department of Nghe An Obstetrics and Pediatrics Hospital called for the two grandmothers and child and many people helped so that the family could feel secure in letting the child receive treatment.
As Dan Tri reported, at around 4:30 p.m. on September 24, people discovered a woman putting a baby in a styrofoam box, floating on the river about 20 meters from Tung Binh bridge, in Cong Hoa block, Vinh Tan ward, Vinh city.
At that time, some fishermen discovered the incident, rescued and brought the child to shore safely.
Upon receiving the news, Vinh Tan Ward Police arrived at the scene to clarify the incident.
Vinh Tan Ward Police took statements from two women, Phan Thi P. (born in 1995) and Ngo Thi N. (born in 1959 - P.'s biological mother), both residing in Hamlet 8, Hung Nghia Commune, Hung Nguyen District, Nghe An.
Through investigation, it was found that the baby in the styrofoam box was Ms. P's 4-day-old newborn son.

At the authorities, Ms. P. stated that due to difficult family circumstances, when her child was born, the doctor diagnosed her with many illnesses and found that she was unable to raise the child, so she asked to be discharged from the hospital.
At around 4:00 p.m. on September 24, P. took Mrs. N. and the baby to Vinh market to buy a styrofoam box and then went to the above-mentioned riverbank area. Here, P. told Mrs. N. to wait on the road, while he went down to the riverbank, put the baby in the styrofoam box, and let it float on the river.
