This afternoon, November 6, the Standing Committee of the Quang Tri Provincial Party Committee met to give opinions on a number of socio-economic issues. At the meeting, the Party Committee of the Provincial People's Committee asked for opinions on the investment policy for the construction of Le Duan Political School, the projects: Khanh Hung Board Factory in Nam Dong Ha Industrial Park; A&C International Packaging Factory in Quan Ngang Industrial Park, Gio Linh District; the investment plan for the construction of National Highway 15D from National Highway 1 to Ho Chi Minh Road, West branch under the PPP method.

After listening to the opinions of the members attending the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang emphasized that the policy of building Le Duan Political School in a new location was agreed by the Provincial Party Committee Standing Committee because the current physical facilities of the school do not meet the teaching requirements in the new situation.

Faced with difficulties related to capital sources, it is recommended that the Provincial People's Committee assign the task of being the investor of this project to an agency, coordinate with relevant units to propose capital sources, and strive to submit an investment policy plan at the meeting at the end of 2024.

In the immediate future, it is necessary to soon approve phase 1 of the project to carry out investment procedures, site clearance, leveling, construction of auxiliary works such as fences, yards, etc. When there is capital, phase 2 of the project will be approved, striving to complete the project in 2027.

The Provincial Party Committee agreed in principle to let the Provincial People's Committee direct departments, branches, sectors and investors to review and implement the Khanh Hung Board Manufacturing Factory project in Nam Dong Ha Industrial Park in accordance with legal regulations, in which, investors are required to strictly implement the commitments and take measures to protect the environment according to regulations.

For the A&C International Packaging Factory project in Quan Ngang Industrial Park, the provincial People's Committee has agreed to direct departments, branches, and localities to support and guide investors in completing procedures and documents to propose investment policies according to regulations, and submit them to competent authorities for consideration and decision.

Regarding the investment project to build National Highway 15D from National Highway 1 to the West branch of Ho Chi Minh Road, the Provincial People's Committee is requested to prepare an investment project, approve a list of projects preparing for investment to submit to the Provincial People's Council meeting in December 2024, and prepare a site clearance plan so that when capital is available, it can be implemented immediately.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also noted that currently, the province's public investment projects still have many problems. The Provincial Party Committee requested the Party Committee of the Provincial People's Committee to direct the sectors to prepare contents related to the list of conclusions of the Provincial Party Committee and the Steering Committee for provincial-level dynamic projects from 2021 to present to report to the Provincial Party Committee for urging implementation.
