Accordingly, in the first 9 months of 2024, the Party Committee of the Committee for Ethnic Minorities has closely coordinated with the Party Executive Committee to closely follow the Resolutions and Conclusions of the Central Committee, the National Assembly, and the Government related to the field of ethnic work; focused on directing affiliated party organizations, departments, and units to well perform the political tasks of the agency, focusing on the Action Program to implement Resolution No. 01/NQ-CP dated January 5, 2024 of the Government; the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the 2021-2025 period and implementing programs and projects assigned by the Government.

The Executive Committee and Standing Committee are always united, unified, strictly implementing working regulations, gradually innovating working methods; focusing on leading and directing subordinate party organizations, cadres, party members and mass organizations in the agency to well perform assigned political tasks; focusing on directing inspection and supervision work in the Party Committee, from which the results of inspection and supervision work have had many positive changes, contributing to the good implementation of the inspection and supervision plan set forth by the Party Committee and the Party Committee's Inspection Commission.

The Party Committees of the subordinate Party organizations have promoted the leadership role of the Party organization, closely coordinated with the leaders of the departments and units in directing and implementing professional tasks according to assigned functions and tasks; promptly implemented tasks according to the direction of the Party Committee of the agency and the Party's directives and resolutions.

Regarding the ideological situation of cadres and party members, the vast majority of party members in the Party Committee have a firm ideological stance, are confident in their work, always uphold the spirit of solidarity and unity, overcome difficulties, and complete assigned tasks well; strictly comply with the Party's guidelines and policies, and the State's policies and laws. Up to now, there have been no party members who have degraded in ideology, morality, or lifestyle; or have shown signs of "self-evolution" or "self-transformation".

The report also frankly pointed out the limitations such as: The leadership and direction of party organizations and party members in advising on the implementation of a number of projects and tasks have not ensured the right progress; the concretization of programs and work plans for 2024 of the Party Committees of agencies in a number of party organizations is still slow; inspection and supervision work in the first 9 months of the year is still slower than the set plan; The Party Committee has not organized a dialogue conference between the Party Committee Secretary, leaders of departments and units with cadres, party members, civil servants, public employees, workers, etc.

Along with that, the Report of the Party Committee of the Ethnic Minorities Committee also analyzed the causes of the limitations, proposed solutions to overcome them; oriented the key tasks to be implemented in the last 3 months of the year with the determination to complete the tasks according to the plan set out for 2024.

The results are well deserved.

After listening to the reports, representatives of the agencies assisting the Party Committee of the Central Agencies Bloc acknowledged the close and smooth coordination between the Party Executive Committee and the Party Committee of the Ethnic Minorities Committee in the Party building work over the past 9 months. Opinions said that the reporting work as well as the implementation of financial tasks and the collection of party fees were fully coordinated; the activities of the Ethnic Minorities Committee's Youth Union had many improvements in the ministries and branches, which were recognized and highly appreciated by other delegations.

The mass mobilization work of the Party Committee of the Ethnic Minorities Committee has been effectively implemented, concretized through the implementation of many policies for ethnic minority and mountainous areas, aiming to promote the development of ethnic minority areas. The grassroots democracy regulations have been well implemented; personnel work has been regularly improved, specific tasks have been assigned, the implementation has been very effective, there are clear summaries and assessments every year, thereby ensuring the rights of civil servants and public employees; degradation and violations have been prevented; attention has been paid to the leadership of mass organization activities; inspection and supervision work needs to be more drastically implemented...

In addition to expressing agreement and recognition of the results achieved by the Party Committee of the Ethnic Minorities Committee, some opinions also contributed additional solutions to address limitations; and provided opinions on the development of the Party organization model of the Ethnic Minorities Committee in current conditions.

The Party organization of the Central Committee for Ethnic Minorities needs to continue to receive attention.

Speaking at the meeting, comrade Hau A Lenh accepted the opinions of the delegates, and at the same time discussed and expressed his concerns and proposals in perfecting the Party organization model of the Committee for Ethnic Minorities, in which he expected to develop from the grassroots Party organization model to the grassroots Party organization model to facilitate the organization of activities, thereby proposing the plan to add a Deputy Party Secretary in charge of Party work.

Regarding the issue of whether to bring the Party organizations in Specialized Schools under the Party Committee of the Ethnic Minorities Committee or not, comrade Hau A Lenh proposed that in the coming time, the Ethnic Minorities Committee will conduct a survey, collect opinions from all parties, and make a more thorough assessment.

Party Secretary Hau A Lenh also proposed some contents in the preparation work for the new term Party Congress of the Ethnic Minority Committee to the Standing Committee of the Party Committee of the Bloc, including considering, if qualified, allowing the Ethnic Minority Committee Party to register to organize a model Congress and elect the Secretary at the Congress; agreeing with the content of organizing dialogues between the agency's leaders and cadres, civil servants, public employees and workers twice a year.

Strengthening the Party's comprehensive leadership

Speaking at the meeting, Secretary of the Party Committee of the Bloc Nguyen Van The expressed his high consensus and acknowledged the efforts and results of the Party Committee of the Ethnic Minorities Committee over the past 9 months. He requested that the implementation of political tasks should be reported more specifically, showing more focus and importance.

Party building work has shown many advantages, limitations and some very practical proposals. In the coming time, it is necessary to continue promoting the advantages, pay attention and review to overcome the limitations.

Regarding the proposal to improve the organization and elect additional positions of Deputy Secretary in charge of Party work of the Committee for Ethnic Minorities, comrade Nguyen Van The assigned the specialized agencies assisting the Party Committee of the Bloc to closely coordinate and support the Party Committee of the Committee for Ethnic Minorities to review and re-study the regulations to guide implementation; the direct election of the Secretary at the Congress needs to be evaluated and considered. If it is in accordance with the regulations, it is highly agreed to be implemented.

Secretary of the Party Committee of the Central Agencies Nguyen Van The also proposed to soon study and develop a coordination mechanism between the Party Executive Committee and the Party Committee Standing Committee and soon promulgate it for implementation. Along with that, the Party Committee needs to focus on closely directing and urgently implementing the organization of Party Cell Congresses; evaluate the implementation of the Party Congress Resolution for the 2020-2025 term as well as the tasks of 2024, see which tasks have not been implemented and must be urgently completed.

Along with that, the Party Committee of the Ethnic Minorities Committee needs to focus on and promptly implement the work of commendation and propaganda; pay attention to and prepare well the Party Committee personnel for the upcoming congress; regularly carry out inspection and supervision work, thereby helping to keep the internal affairs clean, detect early and promptly prevent and protect cadres; do a good job of mass mobilization work; strengthen coordination between the Executive Committee and the Standing Committee of the Party Committee in carrying out political tasks and Party building.
