Continuing to closely follow the orientation at the 11th Conference of the 13th Party Central Committee, the Provincial Steering Committee continues to perfect the plan to arrange commune-level administrative units in the province.
According to the Central Government's proposal, the whole province will arrange 171 commune-level administrative units into 51 units. Of which, 145 commune-level administrative units will be merged into 48 units, reducing 97 units (reaching 66.9%); 26 units will be arranged into 3 special zones. After the arrangement, there will be 27 wards, 21 communes and 3 special zones. In case the competent authority approves that Quang Ninh has 2 special zones, the whole province will arrange 171 commune-level administrative units into 54 units, including: 30 wards, 22 communes and 2 special zones.
Discussing at the conference, delegates all highly agreed with the plan to arrange commune-level administrative units; at the same time, they discussed the names of the units, administrative boundaries between units and the contents to be implemented in the coming time.
Concluding the conference, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, proposed that on the basis of the plan that the Provincial Party Committee has commented on, the Party Committees of the localities continue to discuss and agree on the plan to name the commune-level administrative units after the merger. On that basis, the collection of public opinions will be carried out.
The Provincial Party Secretary also noted that in the process of researching and agreeing on the naming scheme for new commune-level administrative units, localities can consider and choose to use the name of the district-level administrative unit to name the commune-level administrative unit in the central area. At the same time, priority should be given to retaining names and places with historical traditions; famous places with tourism and cultural brands; or using the name of one of the communes and wards before the merger to name the new commune-level administrative unit. Based on the opinions of the localities, the Provincial Steering Committee will synthesize and finalize the scheme to report to the Central Government.
The Provincial Party Secretary also requested localities to continue to strengthen propaganda and mobilization work, creating consensus among cadres, Party members and people. At the same time, immediately deploy preparations for the Party Congress at the commune level, ensuring that the congress can be held right after the two-level local government model officially comes into operation from July 1, 2025.
