Typhoon Yagi is the strongest typhoon in the past 30 years in the East Sea and in the past 70 years on land, a super typhoon with very strong intensity, the post-typhoon circulation has a very large area of ​​influence, spanning 26 provinces and cities in the entire North and Thanh Hoa... Quang Ninh is the area directly affected, suffering extremely heavy damage. With national sentiment, compatriots in hardship, the Government and the Central Government have closely directed, allocating large resources to compatriots in the storm and flood areas. Along with urgently overcoming the consequences of typhoon No. 3, Quang Ninh province has quickly issued timely, focused, key support policies and solutions, directly targeting the severely affected subjects. The concern and sharing have become "support" to help people soon stabilize their lives, rebuild production, and recover the economy after the storm.

Accompanying people when they need and when they are in trouble

Quang Ninh, Hanoi and Hai Phong are the three localities heavily affected by Typhoon Yagi sweeping from the sea to the mainland. Quang Ninh alone - where the storm passed through, suffered a loss of about 24,876 billion VND, accounting for more than half of the total damage nationwide. The whole province had 27 deaths; 1,609 injuries; 102,859 houses had their roofs blown off; 254 houses collapsed; 5,008 houses were flooded and eroded; 2,692 aquaculture facilities were damaged; 116 ships sank; 96,974 hectares of planted forests were broken; 5,509 electric poles of all kinds were broken and fell; about 70% of urban trees were broken and fell (concentrated in large cities such as Ha Long, Cam Pha, Quang Yen, Uong Bi, etc.), 73 power stations, 1,211 telecommunication stations lost contact and 739 telecommunication poles were damaged; Many high-rise buildings, offices, schools were damaged...

On the morning of September 8, at the Government headquarters, Prime Minister Pham Minh Chinh chaired an online conference with localities to assess the response direction, damage situation and deploy urgent measures to overcome the consequences of storm No. 3. In the afternoon of the same day, the Prime Minister was present in Quang Ninh - the center of storm No. 3 to share and encourage units, organizations and all people, and direct the work to overcome the consequences after the storm.

Sharing the losses and damages after the storm with the Party Committee, government and people of Quang Ninh province, the Prime Minister was saddened when mentioning the losses of the locality: “The scene shows that the consequences caused by the storm are very large, the property damage far exceeds that of other storms. Quang Ninh province has both prevented and implemented recovery work, but the consequences of the storm are so great that the implementation of work must be considered both in the short term and the long term. With the viewpoint of not letting anyone lack food, clothing, or shelter; not letting students lack classes or schools; not letting sick people lack places to be examined and treated, Quang Ninh quickly stabilized the situation, brought all activities back to normal; treated the injured and victims, searched for the missing, and arranged funerals for the unfortunate; prepared to respond to storm circulation, floods, landslides, etc.; all students must go to school early, and those in safe places must go to school immediately; sick people must be treated promptly”.

To overcome the consequences of the storm, the entire political system has joined in. Leaders of the Party, State, Government, central ministries and branches; local leaders have braved the rain to go to the places where people need help and relief; shared, encouraged, felt the pain of each situation, and struggled to find the best solutions to help people ensure their lives...   The support not only helps people and localities quickly overcome the consequences of the storm, stabilize their lives, production, study and work, but also shares and encourages the spirit in the face of great losses and damages of people in flood-affected areas.

Resolution 143/NQ-CP (dated September 17, 2024) of the Government on key tasks and solutions to urgently overcome the consequences of storm No. 3 (Yagi), quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well by the Government, was soon issued. The Government's viewpoint is that support policies and solutions must be fast, feasible, timely, effective, focused, and directly targeted at affected subjects; the order, procedures, and conditions for beneficiaries must be simple, easy to implement, easy to check, monitor, and evaluate. At the same time, inheriting policies that have been implemented and promoted effectively; Expand the scope and subjects of application for policies being implemented, have a legal basis, organizational structure, procedures and regulations for immediate implementation... The Prime Minister promptly decided to allocate the central budget reserve, issue rice from the national reserve to support localities; the Central Committee of the Vietnam Fatherland Front organized a launching ceremony to support compatriots affected by storms and floods.

Along with the emergency support policy to overcome the damage caused by storm No. 3 for localities, Quang Ninh province and Hai Phong city - the two localities most severely affected by storm No. 3, the Prime Minister decided to temporarily support each locality with 100 billion VND to overcome the consequences. In times of difficulty and calamity, such concern for the people is even more precious. With sincere gratitude for the attention of the Government and the Central Government, Quang Ninh province has proposed that the Central Government be allowed to balance its own resources from reserves and contingencies according to general regulations and ask to give up 100 billion VND to support other provinces that are also having to overcome the very severe consequences of storm No. 3. This gesture also demonstrates the responsibility of Quang Ninh province in sharing difficulties with the central budget and with localities that are more difficult than Quang Ninh, which is also being severely affected by storm No. 3 and the post-storm circulation.

Quang Ninh province focuses on groups of solutions in accordance with the direction of the Government, focusing on studying mechanisms and policies to support the restoration of social activities, stabilize people's lives; support production establishments, business households, cooperatives, and enterprises to quickly restore production, supply, and labor chains, restore and promote production and business development, economic growth; control inflation, promote economic growth... closely following the spirit of Resolution 143/NQ-CP and inheriting Decree 20/2021/ND-CP on regulations on social assistance policies for social protection beneficiaries.

The Provincial Party Executive Committee agreed on the policy of issuing mechanisms and policies to overcome damage, stabilize people's lives and restore production and business activities after storm No. 3 in the province. From there, adjust and supplement the allocation of the provincial budget expenditure estimate for 2024. In particular, thoroughly restructure spending tasks, save regular spending, cut unnecessary spending to reserve 1,000 billion VND to implement specific mechanisms and policies to overcome damage, stabilize people's lives and restore production and business activities after storm No. 3 in the province. Immediately after that, the 14th Provincial People's Council quickly organized the 21st Session - a thematic session to approve the above policies. Despite the short preparation time, in an urgent context with so many problems and existing damages, the contents presented at the Provincial People's Council meeting were carefully prepared, thoroughly examined with timely mechanisms and policies to support the urgent recovery of the consequences of storm No. 3, in accordance with regulations. This is the Provincial People's Council meeting decided to be held in the fastest time with the earliest resolutions issued so far (only 15 days after storm No. 3 made landfall in the area). This clearly demonstrates the spirit and responsibility of the province in the face of the difficulties of the people and voters when they had to suffer heavy damage due to storm No. 3.

Superior, humane policy for the people

With the attention of the Central Government and the province, voters and people of Quang Ninh are more confident about a bright future when the People's Council of Quang Ninh province promptly issued Resolution No. 42/2024/NQ-HDND on a number of measures to support overcoming the consequences of storm No. 3 in Quang Ninh province in 2024; Resolution No. 43/2024/NQ-HDND on amending and supplementing a number of contents stipulated in Article 1 of Resolution No. 21/2021/NQ-HDND of the Provincial People's Council regulating social assistance policies for social protection beneficiaries and other disadvantaged subjects in Quang Ninh province, which has been amended and supplemented in Clause 1, Article 1 of Resolution No. 08/2022/NQ-HDND).

With the highest goal of "people as the subject, all for the stability of people's lives", the resolutions issued by the Provincial People's Council ensure the inheritance of the Central's decrees and resolutions with creativity and suitability for Quang Ninh. Specifically: Support 100% of tuition fees for preschool children, general education students, students studying general education programs studying at educational institutions in Quang Ninh (except for primary school students in public schools and those who have enjoyed tuition support policies according to the province's regulations in the 2024-2025 school year). This is the third time the tuition support policy for students has been approved by the Quang Ninh Provincial People's Council when the people of Quang Ninh have suffered when the Covid-19 pandemic and natural disasters struck. This demonstrates the special attention and care of Quang Ninh province for the cause of education and training; encourage students to strive, study with peace of mind, maintain diligence...

A beautiful Quang Ninh, just a few hours after the storm swept through, suddenly looked like a picture of wartime devastation. Houses had their roofs blown off and were damaged; boats were capsized and sunk; vast forests that were about to be harvested were the foundations of many families that were completely destroyed... The province's timely policy with new support levels became a "support" for many families and businesses that were "empty-handed" after the storm. Specifically: Support for the cost of building new houses is 100,000,000 VND/household for households whose houses were collapsed, collapsed, or severely damaged and could not be restored and needed to be rebuilt; support of 50,000,000 VND/household for households whose houses were severely damaged and the remaining part could not be used for living. At the same time, support part of the cost of salvaging production means of ships and boats registered in Quang Ninh that sank due to storm No. 3 in the province, at the level of 50,000,000 VND/vehicle, boat for means of ships and boats with a length of 12m or more, 15,000,000 VND/vehicle, boat for means of ships and boats with a length of 6m to less than 12m...

All support policies of the province are closely following the decrees and regulations of the Central Government and are suitable for the local practical situation, ensuring effective support for the people. In particular, Resolution No. 43/2024/NQ-HDND was issued to target social protection beneficiaries with the provincial social assistance standard raised to 700,000 VND/month. This is a higher support level than the Central Government's regulation, ensuring compliance with the provisions of law and the practical situation of Quang Ninh. After storm No. 3, it directly affected the lives of more than 1 million people in Quang Ninh, including 46,000 people receiving monthly social benefits, who are poor, near-poor, social protection beneficiaries and other disadvantaged people, whose main source of income is monthly social benefits... That continues to affirm the attention, leadership and comprehensive direction of Quang Ninh province towards disadvantaged groups, contributing to social stability and promoting socio-economic development of the province, the quality of life of the people in general, and of social protection beneficiaries in particular.

Mr. Nguyen Manh Tuan, Director of the Department of Construction, shared: Inheriting Decree 20 of the Government and Resolution No. 21 of the People's Council of Quang Ninh province, in the process of building mechanisms and policies, the Department closely coordinated with units and localities to research, build and propose outstanding support levels, higher than the levels prescribed by the Central Government to ensure that households that suffered heavy damage after the storm could soon stabilize their lives. The reason for the higher support level is that after the storm, Quang Ninh was very short of raw materials, labor and transportation equipment. Most businesses in the province were severely affected after the storm, so the ability to mobilize from businesses was difficult. In addition, households that suffered damage due to the storm not only lost their houses but also lost household items, work tools, study tools, etc., adding to difficulties, so the most important solution is how to support people in the most effective way, so that their lives and production could soon stabilize and be rebuilt...

“The policies that the province has just issued are only initial support mechanisms. During the implementation process, if there are any problems, difficulties or additional policies that need to be added, the Party Committee will direct the relevant agencies to continue to advise and report to the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee for comments. At the same time, continue to research and advise competent authorities to issue policies to support the recovery of production and business for enterprises, organizations and households in the province...” - said Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Quang Ninh Provincial Party Committee.
