As of mid-December 2024, there are 3 ODA transport projects that have not yet met the planned progress.
According to information from the Department of Construction Investment Management, of the 6 ODA transport projects being implemented, as of mid-December 2024, 3 projects have construction progress that does not meet requirements.
Despite efforts by investors and competent authorities to overcome difficulties, the Ben Luc - Long Thanh expressway is still among the group of ODA traffic projects with slow progress (Photo: My Quynh).
Specifically, the project connecting traffic in the northern mountainous provinces achieved more than 50% output, about 20% behind schedule, and did not complete the entire project as planned in 2024.
The delay in 3 packages (XL01, XL07, XL11) is mainly due to the prolonged delay in site clearance (XL01, XL07 will only complete site handover in September 2024; the site handover rate in package XL11 is only 38%).
The site handover has been basically completed, however, the component project 1 of the Ring Road 3 project, Tan Van - Nhon Trach phase 1, has not yet met the required progress. The output reached about 78%, 2.3% slower than planned.
The reason is that some households obstructed the construction (in Ho Chi Minh City area) and there was a lack of sand materials. Preparations for additional investment in the Nhon Trach 2 bridge unit are being implemented.
Also in the group of ODA projects behind schedule, the Ben Luc - Long Thanh expressway project has construction output reaching nearly 88%, about 7% behind schedule.
For this project, the Ministry of Transport has submitted to the Prime Minister for approval the adjustment of the project investment policy. To date, the selection of a contractor for the J3-1 package has not been completed due to the incompleteness of the investment project adjustment procedures.
Additional site clearance work for the QL51 intersection package is still slow. Handling of costs arising from waiting and complaints from contractors is still problematic.
