The Ministry of Justice said that in the past 6 months (from October 1, 2024 to March 31, 2025), in the context of the number of cases and the amount of money to be executed both increasing compared to the same period in 2024 (increased by 10.89% in cases; 27.92% in money), some difficulties and problems arose because the coordinating agencies had been dissolved or were in the process of merging and restructuring the apparatus; many cases with particularly large value to be executed, the number of litigants up to tens of thousands of people, the amount of assets was especially large, in many different localities, leading to the need to mobilize a lot of human resources, time and costs to implement...
However, the entire Civil Judgment Enforcement System (CJES) has overcome difficulties, strived, and proposed many flexible solutions to maintain the organization of judgment enforcement; the results of CJES remain stable, equivalent to the same period in 2024, in which the results of completed enforcement in terms of money increased in both absolute value and enforcement rate.
Accordingly, 255,261 cases have been completed, an increase of 12,957 cases (up 5.35%) over the same period in 2024; reaching a rate of nearly 51%. Regarding the amount of money completed, more than VND 57,683 billion has been completed, an increase of nearly VND 10,088 billion, reaching a rate of nearly 21% (up 0.64%) over the same period in 2024.
Some localities have made great efforts, tried hard, been flexible and proactive in their work to achieve high results in terms of work and money; the results of credit enforcement in banks have increased in terms of both work and money.
Notably, 2,061 cases with a total amount of more than VND 9,781 billion in assets lost and misappropriated in criminal cases of corruption and economic crimes have been completed, especially cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negativity.
To achieve the above results, the General Department of THADS advised the Party Committee of the Ministry of Justice (now the Party Committee of the Ministry of Justice) to issue a Plan to implement Conclusion No. 77-KL/TW dated May 2, 2024 of the Politburo on "Project, solutions, and solutions to difficulties and obstacles related to projects and land in inspection, examination, and judgment conclusions in a number of provinces and cities"; a document requesting the People's Committee of Da Nang City to coordinate in handling the assets of Chi Lang Stadium (in the Pham Cong Danh case).
The General Department of THADS has issued many documents providing professional guidance for cases under the supervision of the Central Steering Committee (Giang Kim Dat case, Binh Ha Livestock Joint Stock Company case, AIC case...).
Regarding the organization of the execution of the Van Thinh Phat case, determining that this is a particularly serious and unprecedented case, the General Department of Civil Judgment Enforcement has coordinated with the Ho Chi Minh City Department of Civil Judgment Enforcement to review and anticipate difficulties and problems when organizing the execution of the case to propose and advise the leadership of the Ho Chi Minh City Department of Civil Judgment Enforcement and related agencies.
Every quarter, the General Department of THADS reports to the leaders of the Ministry of Justice in charge on the situation and results of recovering lost and misappropriated assets in criminal cases of corruption and economic crimes, clearly reporting difficulties, obstacles, causes and proposals and recommendations.
The leaders of the Ministry of Justice also directly worked with relevant THADS Departments to directly direct the implementation of a number of complicated cases that have attracted public attention.
In addition, the leaders of the General Department of THADS have also increased coordination with relevant agencies to discuss and resolve difficulties related to the organization of enforcement of a number of key cases, with high value of money and assets to be enforced, in many different localities and with an especially large number of parties.
According to the Ministry of Justice, from now until the end of the year, it will focus on leading and directing civil enforcement agencies to coordinate with the People's Court and the People's Procuracy to improve the effectiveness of recovering lost and misappropriated assets in criminal cases of corruption and economic crimes, especially cases under the supervision and direction of the Central Steering Committee and the Provincial Steering Committee on preventing and combating corruption, waste and negativity.
