Working through the night to make ID cards for children

Every child with an identity card is a solid step on the path to digital integration and access to public services.

Every evening from 7pm, the doors of the ID card collection points at the Dong Son Ward Police Station and the old Dong Hoa Commune Police Station are open to welcome children under 14 years old to come and make their ID cards. The children are curious and eager, while their parents are grateful and trusting.

Ms. Le Thi Phuong - a parent who brought her two children to get their ID cards shared: "I heard the information from the school and the Security and Order Protection Team, thinking that I would have to wait in a long line, but the police officers gave us enthusiastic and thoughtful instructions, all the procedures were done quickly and we didn't have to wait long. We are very assured and satisfied."

Behind that speed and professionalism are the sacrifices of family time to serve the community. They do it not only out of responsibility but also out of a deep belief - that each ID card is the first key to open the journey of full citizenship for children.

At peak times, there are days when Dong Son Ward Police receive from 700 to 900 applications for ID cards for citizens from 6 to under 14 years old.

Lieutenant Colonel Nguyen Dang Tung, Deputy Head of Dong Son Ward Police, shared: "Since the beginning of August 2025, implementing the Plan for propaganda and guidance on receiving ID card applications; activating electronic identification accounts of the Director of Thanh Hoa Provincial Police, Dong Son Ward Police has assigned and arranged forces to quickly get involved. We have organized 6 shifts to receive and classify applications and set a goal of receiving ID cards for over 7,000 children under 14 years old in Dong Son Ward by August 15, 2025. Although there are still many difficulties, especially the lack of machinery and technical equipment, all resources have been mobilized: people, collection locations so that people do not have to travel far and especially the unlimited sense of responsibility".

With a sense of urgency and responsibility, on average each evening shift, the Ward Police receive from 700 to 900 files, not to mention hundreds of citizens coming to find information and receive advice. All are done in an orderly, methodical and humane manner, without congestion or citizens having to wait too long.

The working spirit of the officers and soldiers here is encapsulated in a simple yet profound slogan: “Do all the work, not all the hours”. No one counts the overtime hours; no one complains about the hot weather or lack of sleep. For them, the satisfaction of the people is the greatest reward.

Major Hoang Duc Anh, Head of the Regional Police Team, Dong Son Ward Police, shared: “We clearly identify this task as not simply an administrative procedure, but a responsibility and affection for the future generation. Each child having an ID card is a solid step on the path of digital integration and access to public services.”

Not only relying on human efforts, Dong Son Ward Police also proactively applied technology to the process of receiving documents. For families who are tech-savvy, Ward Police officers have provided detailed instructions on how to register for an ID card through the National Public Service Portal. For those who are not tech-savvy, a smart appointment system has been deployed: citizens come to get a number in the morning, in the evening they just need to return at the appointment time and be quickly received by the loudspeaker on the neighborhood's public address system. Thanks to that, hundreds of citizens every night no longer have to jostle and wait. The working space becomes professional, civilized and friendly.

This campaign is not only the work of the police force, but also the smooth coordination between departments, organizations, schools and residential groups in the area. Schools from kindergarten to junior high school have proactively coordinated with the police force in propagating, disseminating and mobilizing parents to bring their children to get ID cards. The grassroots loudspeaker system, social networks, and Zalo groups of residential groups have also been fully mobilized.

Thanks to this strong participation, as of August 8, Dong Son Ward Police had received more than 2,500 applications for ID cards for children, including 1,200 applications for children aged 0-6; 800 applications for citizens aged 6-14 and more than 500 applications for citizens aged 14 and over - an impressive number, reflecting the decisive and responsible participation of Dong Son Ward Police.

Many people used to think that issuing ID cards to children was unnecessary. But when the new ID Law took effect on July 1, people gradually realized that this was an action that opened up the future for the younger generation: creating conditions for access to healthcare, education , banking, tourism, and even public utilities in a digital society.

In particular, with the integration of electronic identification accounts, each card is no longer just an "identification document" but a "digital passport" that helps children more easily access public services, birth registration, insurance, and later exams, scholarships, social policies...

The peak campaign will eventually end. The nights working overtime, the long shifts, the hastily finished packages of noodles, the empty glasses of water at the desk... will become memories. But what will remain forever is the trust of the people, the grateful eyes of parents, the innocent smiles of children when they hold their first card in their hands.

Without praise or glory, the officers and soldiers of Dong Son Ward Police still silently contribute. Because they understand: The peace and convenience of each citizen is the greatest achievement they can reap from their work for the people.
