Hoat Giang commune was newly established on the basis of merging the communes: Hoat Giang, Yen Duong, part of Ha Trung town, Ha Binh commune, with a population of 21,561 people. The commune party committee currently has 1,174 party members operating in 41 affiliated party organizations. With a large natural area and diverse population, the combination of previous areas brings advantages in natural resources and rich cultural diversity, creating a foundation for sustainable local development.
Overcoming many difficulties and challenges, in the 2020-2025 term, localities have united, joined hands, proactively and strived to implement the congress resolution and achieved many important results. The economy continued to grow relatively comprehensively, many targets met and exceeded the congress targets. The area of agricultural land accumulated for large-scale agricultural production applying science and technology by 2025 is 50.4 hectares, 1.68 times higher than in 2020. The commune has successfully implemented a model of rice production according to the chain with an area of nearly 18 hectares; developed a model of commercial snail farming. The whole commune has basically brought mechanization into agricultural production, the rate of mechanization of land preparation stages reached 100%, and the harvest reached more than 80%.
The program of building new rural areas and advanced new rural areas towards civilized urban communes has been implemented synchronously; the socio-economic infrastructure has been invested in and upgraded, especially the traffic and irrigation systems serving production. Two communes: Hoat Giang and Yen Duong have achieved new rural commune status, Ha Binh commune has achieved advanced new rural commune status; 100% of villages have met new rural standards, 5 villages have achieved model new rural commune status. Ha Yen shrimp paste products have been recognized as meeting OCOP standards. The cultural and social fields have many progressive changes, social security has been ensured, and the material, cultural and spiritual life of the people has been improved. The average income per capita (in 2025) is estimated at 58.88 million VND/person, 1.44 times higher than in 2020. National defense - security, social order and safety have been maintained, creating a favorable environment and conditions for socio-economic development. Party building work is focused on, the relationship between the Party, the government and the people is increasingly close. During the term, the Party Committee of the commune admitted 278 new party members, exceeding the target set in the resolution.
After more than 1 month of implementing the 2-level local government model, the administrative apparatus at the commune level has been operating stably, increasing efficiency in handling administrative procedures and serving the people; promoting the proactive role of the people in the process of socio-economic development, contributing to bringing the government closer to the people.
On the solid foundation built in the previous term, entering the 2025-2030 term, with the motto: "Solidarity - Responsibility - Creativity - Development", the Party Committee of Hoat Giang commune sets out quite comprehensive goals for the coming term with 11 economic development targets, 8 socio-cultural targets, 3 environmental targets, 2 security - defense targets and 2 Party building targets.
To realize the set targets, the commune focuses on rapid, sustainable and comprehensive development with 3 key tasks and 1 breakthrough, which are: Improving the leadership capacity of Party committees and organizations at all levels; focusing on arranging and improving the quality of cadres and Party members. Continuing to promote rapid and sustainable agricultural production development associated with building advanced NTM commune criteria. Focusing on building commune center planning, promoting the development of technical infrastructure in the direction of urbanization associated with the development of trade, services and private economic development. Implementing well the breakthrough to enhance the application of information technology and digital transformation in government management and administration to improve the quality of service for people and businesses.

In particular, develop agriculture towards commodity production, increase value and efficiency per unit area. Promote investment attraction in agricultural production, especially investment from potential and branded enterprises in the agricultural production network. Pay attention to creating favorable conditions for industrial and construction development. Focus on building new commune planning, especially planning for administrative centers; develop new residential areas, commercial and service areas. Encourage strong development of industries and small-scale industries; prioritize the development of high-tech, environmentally friendly production industries; maintain advantageous production industries and attract many workers.
Promote investment attraction, synchronously develop the trade and service system, service industries and professions. Continue to improve the quality of cultural and social activities, effectively implement the target program of rapid and sustainable poverty reduction, create jobs, and improve people's lives. Focus on administrative reform, improve the investment environment, apply science and technology, and digital transformation in all fields.

Maintaining political stability; expanding and improving the effectiveness of cooperation and development linkage with communes in the region and the whole province; Continuously improve and enhance people's lives, strive to successfully implement the goals and tasks of the Commune Party Congress for the 2025-2030 term, contributing with the whole province to successfully implement the Resolution of the 20th Provincial Party Congress and the Resolution of the 14th National Party Congress.
SOME KEY TARGETS FOR THE 2025-2030 TERM: - The average annual growth rate of total product value in the area is estimated at 10.5%. - Average income per capita/year, by 2030, will reach 77 million VND. - The area of agricultural land accumulated and concentrated for large-scale agricultural production, applying high technology in the period 2026-2030 is 120 hectares. - Average annual budget revenue growth rate reaches 7%. - The rate of roads in the area (excluding national highways and provincial roads) that are paved by 2030 will reach 95%. - The rate of population participating in health insurance out of the total population in 2030 will reach 97%. - The rate of schools meeting national standards by 2030 is 83.3%. - The poverty rate decreases by an average of 0.5% per year. - The rate of rural population using clean water sources by 2030 will reach 99.8%. - The rate of new party members admitted annually is 3 - 4% of the total number of party members. |
