The congress emphasized the promotion of innovation, creativity, digital transformation, and promoting strengths in industry and agriculture . The specific goal is to promote the development of high-tech agriculture, gradually form agricultural service centers, strongly develop trade, services, tourism, logistics, create jobs, increase income, and improve the material and spiritual life of the people.

By 2030, Phu Hoa will strive to continue to achieve the standards of an advanced, model new rural commune and aim to build and develop Phu Hoa into a civilized, modern urban area by 2035. The basic targets agreed upon by the congress include a total state budget revenue of 772 billion VND in 5 years; an average annual growth rate of total product value in the area of ​​8.5%; average income per capita in the area by 2030 to increase to 141.6 million VND; the multidimensional poverty rate by 2030 to decrease to below 0.5%; the rate of schools meeting national standards by 2030 to be 100%; the rate of population participating in health insurance to reach 95% or more...

Speaking at the congress, Major General Nguyen Van Han highly appreciated the sense of responsibility and serious preparation for the congress; congratulated the achievements that the Party Committee, government and people of Phu Hoa commune had achieved in the past term.

He suggested that the Party Committee of Phu Hoa commune continue to strengthen the building and rectification of the Party and the political system towards streamlining, strengthening, and operating effectively and efficiently, taking serving the people as the most important goal; doing well the work of political and ideological education, linking the study and following of Ho Chi Minh's ideology, morality, and lifestyle with the implementation of local tasks.

Major General Nguyen Van Han directed the Party Committee of the commune to maximize its potential and strengths, propose breakthrough solutions for economic development; focus on investing in synchronous infrastructure; concentrate on developing high-tech agriculture, linked with product processing and consumption; strictly manage resources, especially land and protect the environment.

Regarding culture and society, he proposed developing culture in harmony with the economy, ensuring social security, promoting traditional values, improving the quality of education, training, and people's knowledge, and building a digital society and digital citizens to meet the criteria of future urban areas.

Major General Nguyen Van Han requested to strengthen the leadership role of the Party and the management role of the government in national defense and security work. Timely grasp the situation at the grassroots level, propagate the Party and State's guidelines and policies; mobilize the strength of the entire population to thoroughly resolve arising incidents, especially sudden and complicated issues; step up the fight against crime and social evils.

The Congress announced the decision of the Provincial Party Standing Committee to appoint 33 comrades to the Commune Party Executive Committee; 11 comrades to the Commune Party Standing Committee. Comrade Thai Minh Hien was appointed to hold the position of Secretary of the Phu Hoa Commune Party Committee for the 2025-2030 term.
