Building a team of staff to meet the tasks in the new situation

Since the beginning of the term, the training and fostering of cadres in Quang Ninh has received close attention and direction from Party committees at all levels from the province to the grassroots. Party committees at all levels have resolutely implemented many solutions to effectively implement the quality of training and fostering of cadres, civil servants and public employees, meeting the requirements of development and integration.

From 2021 to present, the whole province has sent over 100,000 civil servants and public employees to training and fostering courses in nearly 1,000 classes. Of which, nearly 6,000 civil servants and public employees are at the provincial level, 41,000 at the district level, and 47,000 at the commune level. Regarding the training and fostering content, in addition to being trained to improve their professional qualifications, civil servants and public employees also participate in political theory training courses; participate in training and updating knowledge classes for leaders and managers; foster according to job position requirements, according to assigned titles and planning; foster knowledge, expertise, and skills in a number of areas that the province needs...

Right from the beginning of the term, Party committees from the province to the grassroots have focused on training and fostering civil servants. The province has issued Program No. 28-CTr/TU (dated April 10, 2023) on training and fostering cadres for the period 2023-2025, aiming to lead, direct, and assign agencies and units to develop projects and regulations on organizing training courses, fostering, and updating knowledge according to the regulations of the Central Government, according to the needs of agencies, units, and localities. Every year, the province issues a plan for training and fostering civil servants of the province based on the regulations of the Central Government, the province, and the needs of agencies and units.

Party committees from the province to localities proactively coordinate with training institutions to open training and fostering classes, well meeting the needs of this work for the staff of civil servants and public employees in the area.   Comrade Vu Quoc Hung, Head of the Organizing Committee of Dam Ha District Party Committee, said: The training and fostering of civil servants in the district is focused on both quantity and quality. The contingent of civil servants in the whole district has proactively and actively participated in training and fostering classes to improve their professional qualifications and political theory. In recent years, the targets for training and fostering have basically met and exceeded the set plan. Since the beginning of the term, the whole district has sent 713 civil servants to participate in political theory and professional training classes, and fostering classes organized by the province; at the same time, the district has organized 128 training classes, updating knowledge for 16,006 trainees, reaching 101% of the set plan. In practice, after training and fostering, the qualifications and capacity of cadres have been improved, basically meeting the requirements for performing tasks at agencies and units.

The quality of training and fostering has been gradually innovated and improved. The content of training and fostering programs has become more practical, focused, and suitable for different groups of subjects. During the learning process, practical surveys are combined to supplement new knowledge. Inviting lecturers, reporters who are professors, doctors, senior lecturers from prestigious universities and academies and provincial leaders with extensive knowledge and experience to directly impart knowledge to students has been done more frequently.

To improve the quality of annual training and fostering of civil servants, Nguyen Van Cu Cadre Training School and district-level political centers innovate their organization of activities, improve management and teaching capacity; apply information technology and digital transformation in training and fostering; diversify training and fostering forms; develop scientific research topics... Management, inspection, supervision, comments and assessment of students' learning process are enhanced according to the assessment regulations of the province and the Central Government.

The focus on training and fostering has contributed to improving the quality of the staff in the province. Currently, the province has 33,600 staff in administrative agencies, of which nearly 85% have university degrees or higher, and 60% have elementary political theory degrees or higher. These rates have all increased compared to 2020.

According to the Provincial Party Committee's Organizing Committee, the cadres at all levels sent for training and development have all completed their study tasks, strictly followed the study rules and regulations, and promoted the spirit of self-study and self-research. After the study process, the professional level and political theory of the cadres and civil servants have improved significantly. Most of them have a firm ideological stance and political stance, are ethical, have a simple and exemplary lifestyle, have a sense of organization and discipline, always cultivate, practice, and strive to improve their qualifications and capacity, and successfully complete their assigned tasks. Many cadres are dynamic, creative, adaptable to the integration trend, and are capable of working in an international environment.

Based on the achieved results, the Provincial Party Committee Standing Committee continues to lead and direct relevant agencies and units to pay more attention to training and fostering cadres. In addition to training programs to standardize mandatory positions, the province will focus on training programs to update and supplement new knowledge for all civil servants and public employees in the political system, especially issues serving the digital transformation and green transformation roadmap of the whole country as well as the province. At the same time, organize training courses to update knowledge for the cadres who have been strengthened after the Party Congresses at all levels, in order to contribute to the effective implementation of the resolutions of the Party Congresses at all levels immediately after they are issued. Along with that, continue to innovate and improve the quality of training and fostering facilities, contributing to improving the quality of civil servants and public employees in the province; build a team of "dedicated and capable" cadres, well meeting the requirements of tasks in the new situation.
