Phu My Dong Commune proactively clears land to serve key projects

Create consensus among the people

To serve the above 2 projects and some other projects preparing to be implemented in Phu My Dong commune, Gia Lai province has planned and invested in the construction of 2 resettlement areas (TS) and 2 reburial areas (KCT) to relocate households subject to complete clearance to build houses in the resettlement areas; at the same time, relocate people's graves to the KCTs.

Accordingly, the planned land area for the construction of My An resettlement area is 33.36 hectares and My Tho resettlement area is 24.66 hectares, My An industrial park is 14.75 hectares, My Tho industrial park is nearly 6 hectares. The Provincial People's Committee assigned Phu My Dong commune to organize an inventory, confirm the origin of land and assets on land of organizations and individuals within the scope of the above planning to compensate and recover land, and promptly hand over the clean site to the Provincial Economic Zone Management Board (the investor of the above projects).

Mr. Nguyen Thanh Nguyen - Deputy Head of the Provincial Economic Zone Management Board - shared: Compensation and site clearance (GPMB) work is inherently sensitive and complicated, especially when the land area and number of affected households are large. Therefore, the drastic participation of local authorities and the consensus and support of the people are key factors, deciding the progress and effectiveness of compensation and GPMB work to build works and projects. The quick implementation of compensation and GPMB work will help the Management Board soon start construction works serving these two key projects.

Realizing this, the People's Committee of Phu My Dong commune quickly established a council and a working group for land acquisition and compensation, assigning specific tasks to each member. The locality has also stepped up propaganda work on the goals and significance of investing in construction of works and projects; organized public meetings, announced planning, and publicized information on the planning locations of resettlement areas and industrial parks.

Commune leaders regularly go to the grassroots to listen and promptly resolve the legitimate aspirations of the people. Phu My Dong Commune has also invited organizations and individuals to come directly to the scene to coordinate in measuring and counting the area of land, trees, crops and architectural objects on the land in the planning areas, ensuring accuracy, publicity and transparency.

Positive results

Thanks to the consensus of the people, Phu My Dong commune quickly counted and confirmed the origin of 31.8 ha/33.36 ha of forestry land of 2 organizations and 1 individual located in the planning area of My An resettlement area. Currently, the organizations and individuals have received compensation and handed over all 31.8 ha of land to the locality.

The commune has also completed the counting and confirmation of land origin of 235/235 households within the planning area of My Tho resettlement area. At the same time, the land area of 51/56 households within the planning area of My An industrial park and 29/36 households within the planning area of My Tho industrial park was counted.

For the coastal road project from My Thanh to Lai Giang, Phu My Dong commune has organized the measurement and counting of land and architectural works on the land of 300/480 affected households.

Due to the importance of the Phu My Industrial Park project and the coastal road project from My Thanh to Lai Giang to the development of Phu My Dong commune in particular and the province in general, in recent times, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang has regularly inspected the situation and directed local authorities to focus human resources and quickly resolve site clearance to build works serving the two above-mentioned projects.

Mr. Tran Minh Trung - Head of Economic Department of Phu My Dong Commune - said: "This August, we will complete the inventory and confirmation of the origin of land and assets on land of the remaining households within the scope of influence of the above-mentioned projects and works, as a basis for carrying out compensation and land recovery work".

Mr. Tran Trung Thong - Chairman of Phu My Dong Commune People's Committee said: The commune identifies land acquisition and clearance as a key task, so it continues to direct units to coordinate with people to soon complete the work of counting and confirming the origin of land and assets on land, ensuring accuracy, publicity and transparency.

The Commune's Land Acquisition Council hired a consulting unit to create a land price list and determine specific land prices; at the same time, create and submit to the Commune People's Committee for approval a compensation plan, as a basis for the functional sector to carry out compensation, land recovery, and hand over clean land to investors in accordance with the direction of the Provincial People's Committee.
