Tighten management of plant variety quality

In recent times, the management of production and trading of plant varieties including agricultural varieties, medicinal plants, ornamental plants, edible mushrooms, and forestry plants in the province has gradually become routine. Accordingly, the quantity and quality of plant varieties basically meet the needs of production, contributing to the sustainable development of agriculture and forestry. The production and trading of plant varieties without business registration certificates and violations of labels have decreased. Facility owners have focused on the buying and selling process with clear invoices and origins.

However, the current management of plant varieties still has some shortcomings, not fully and promptly meeting the requirements of restructuring the province's agricultural sector, especially in many localities in the western region of the province. The control of the quality of plant varieties and forestry plant varieties in some localities is not strict. This leads to the existence of production that does not ensure technical processes, and the quality of plant varieties in some places is not suitable to technical standards and regulations. The situation of breeding materials being exploited directly from mass production gardens has not been recognized by competent authorities; the business of seeds without ensuring origin still occurs, posing many potential risks of unsafe production, especially for farmers.

According to Mr. Tran Binh - owner of a seedling production facility in Nam Gia Nghia ward, his family has been producing agricultural and forestry seedlings for many years. Every year, his family supplies the market with tens, hundreds of millions of agricultural and forestry seedlings of all kinds. His facility is licensed and meets all standard conditions. However, in reality, business is still facing difficulties and is affected because in the market, other facilities are selling poor quality seedlings of unknown origin. These facilities have created unfair competition, affecting the reputation of genuine seedling producers and traders like him.

According to statistics, by the end of 2024, the 28 communes and wards in the West of the province had 232 establishments producing and trading plant varieties, but only nearly 100 establishments were licensed. This has caused many risks to the acceleration of restructuring the agricultural and environmental sectors, affecting the people's economy, especially for long-term crops and key industrial crops.

Lam Dong has the largest area of ​​natural land and agricultural land in the country, many development axes, many sub-regions of land and climate. According to the Department of Agriculture and Environment, good varieties are considered a solid premise for restructuring the agricultural sector, including cultivation towards high technology application, adaptation to climate change, improving quality and value. When having a set of standard varieties, suitable for the characteristics, land and climate of each sub-region, communes and wards will be favorable in building concentrated, large-scale commodity production areas.
