Cam Thuy Commune: High determination, great aspirations, accelerating to break through and rise up in the new term

Building a solid foundation

Along with other localities nationwide, from July 1, 2025, Cam Ngoc commune and the old Phong Son town officially "come under one roof", taking the new name of Cam Thuy commune, with an area of 64.42 km2, a population of 7,300 households/30,042 people. The commune has three main ethnic groups: Kinh, Muong and Dao living together in solidarity, of which Kinh accounts for 56.57%, Muong 40.19%, Dao 2.24% and other ethnic groups account for 1%. During the 2020-2025 term, based on the potential and advantages of natural conditions, culture and society, along with the spirit of solidarity, proactiveness, creativity, overcoming difficulties, and efforts of the old units, it has created the driving force for Cam Thuy commune to make a breakthrough and achieve many exciting results in all fields, with 23/26 targets set by the congress resolution achieved and exceeded the plan.

Notably, the transformation of crop and livestock structure, and the application of science and technology in production have brought high efficiency. Dozens of small and medium-sized economic models have been formed in the commune, bringing stable income to the people. In 2025, the commune's industrial and handicraft production value is estimated at 644 billion VND; the production value of service industries is estimated at 885 billion VND, an increase of 302 billion VND compared to 2020. Currently, the commune is continuing to promote the construction, investment, management of market business and types of goods and services in a civilized, modern and effective direction. The commune is also implementing the attraction of investment in large-scale trade and service projects.

The quality of cultural, information, propaganda and sports activities of the commune has been gradually improved with many rich contents and forms. The movement "All people unite to build a cultural life" has been seriously and effectively implemented, attracting active participation from agencies, units and people. The socialization of cultural activities has been promoted, cultural houses, sports, entertainment and recreation areas in the whole commune continue to be invested and upgraded to meet the living needs of the people. Cultural titles have also increased in both quantity and quality. Currently, the whole commune has 23/23 hamlets, residential groups and 15/15 educational institutions meeting the criteria of cultural units, the rate of cultural families every year always meets and exceeds the set targets. The education sector has developed in the direction of standardization and socialization, achieving important results. The network of schools and classrooms has been consolidated, meeting the learning needs of children in the area. The quality of comprehensive education has changed, the quality of key education has increased over the years. The rate of universal education in the commune reached 100%, of which 5-year-old preschool children attending class reached 100%; universal primary and secondary education reached level 3. Currently, the commune has 15/15 schools recognized as meeting national standards, of which 7 schools reached level 2, reaching a rate of 100%.

Poverty reduction and job creation have been given attention, social security and people's lives have been increasingly improved. The number of poor households according to the multidimensional poverty standard in 2025 is 123, equivalent to 1.68%, down 317 households and down 4.56% compared to 2021; the number of near-poor households is 180, accounting for 2.47%. The commune has completed the program to support housing construction for poor households, policy households, and households with housing difficulties in the area according to Directive No. 22-CT/TU dated March 30, 2024 of the Standing Committee of the Thanh Hoa Provincial Party Committee on the campaign to support housing construction for poor households, policy households, and households with housing difficulties in the 2 years 2024-2025. Vocational training and job creation have been given attention. Social security policies and policies for people with meritorious services are fully and promptly implemented. Health insurance coverage rate reaches over 95%, achieving the resolution's target.

The solidarity and consensus of the Party Committee and the People of Cam Thuy Commune in implementing the goals and tasks have contributed to bringing the commune to achieve many comprehensive results in all fields. People's lives are increasingly improved, the appearance of the countryside has changed significantly, and the socio-economy is increasingly developing. This is a valuable asset for the Party Committee and the People in the commune to confidently enter the new term.

In the 2025-2030 term, with the motto "Solidarity - Democracy - Discipline - Creativity - Development", the Party Committee and People of Cam Thuy commune are striving to focus on a number of goals and tasks, which are: Focusing on exploiting potentials and advantages to promote the development of economic sectors quickly and sustainably, increasing the proportion of industry, trade - services, appropriately reducing the proportion of agriculture. Promoting the application of science, technology and digital transformation; improving the quality of cultural and social activities, doing well in poverty reduction, improving people's lives. Strengthening national defense - security, ensuring social order and safety, creating a stable environment for socio-economic development. Strengthening the building of a clean and strong Party Committee and political system; Promote all resources, cultural values, people and the strength of national solidarity, striving to build Cam Thuy commune into a comprehensively developed urban, civilized and modern one by 2030.

Along with that, some important targets were also set by the Party Committee of the commune such as: The average growth rate of the total product value of the commune in the period of 2026-2030 reached 8.5%. By 2030, the average income per capita/year in the commune was raised to 80.5 million VND. The poverty rate decreased by an average of 1.0% per year. The annual budget revenue growth rate was 6.0%...

To realize that goal, in the 2025-2030 term, the Party Committee of the commune has set out 3 key programs and strategic breakthroughs. In particular, the focus is to continue to improve the leadership capacity and fighting strength of the Party organization, innovate the quality of Party cell activities; build a comprehensively developed commune in the direction of urban, civilized and modern; promote the application of science, technology, innovation and digital transformation in the activities of agencies in the political system. Focus all resources, proactively attract investment to build a synchronous socio-economic infrastructure of the commune in a modern direction...

From the merger policy, Cam Thuy commune today has a new starting point, larger in scale, stronger in internal strength and broader in vision. We believe that, from the consensus and solidarity of the Party Committee, the government and the people in the commune and with flexible and creative ways of doing things, the commune will continue to make breakthroughs in all areas, improve people's lives, and contribute to the successful completion of the Resolution of the Commune Party Congress for the term 2025-2030.
